My friend and I were just discussing this. The boys originally debuted as heels. Was it supposed to be with the idea that "oh my gosh, these guys listen to Marilyn Manson, have piercings and stage dive. They are so bad!", however, it was a reverse effect, and those traits made them cool? Or, was it just a coincidence and they turned face because...they did.
Really random, I know. I'm actually a mark for these guys. However, they were definitely a gimmick of their time. When they came back in 1999, they weren't "hip" anymore.

Basically yes, WWE was so out of touch at the time that they thought Marilyn Manson would offend people. When in reality it was the cool s*** at the time.
In retrospect Manson and the Headbangers were lame, but had their 2 year fad.

I remember when they were in Memphis before jumping to the WWF. They dressed the same, but had a boombox in their corner that would play some heavy guitar riffs while they wrestled. Lance Russell & Dave Brown (and Corey Maclin) were not fans of the music, so they pretty much spent the match complaining about it.
Then when they finally came up, Vince and Jerry would talk about their music; Jerry being the one more "with-it". King would be the one making fun of Vince for being so out of touch. Lawler: "McMahon, you're not too familiar to the type of music the Headbangers listen to, like Marilyn Manson?" Vince: "Uh, no..." Lawler: "White Zombie?" Vince: "I'm not... Lawler: "Butthole Surfers?" Vince, No, I...excuse me?"
I think they turned face because the Godwinns were switching heel, they lost Furnas & LaFon, and Bulldog & Owen were kinda in between, so there was an opening for a good guy tag-team. I'm not saying they drew, but they were a fun tag team because their style was just so unorthodox and different. (They even used Matt Bourne's "Bombs Away/Whoopie Cushion" and called it the "Stage Dive".)

What made them heels in Smokey Mountain Wrestling didn't work the same in WWF. In SMW, dressing and behaving like anything the polar opposite of a good ol' boy pissed off the crowd. WWF's demographic was more broader.

I do believe Jim Cornette says he came up with this gimmick and the Gangstas, and New Jack does give James E. credit for the Gangstas idea. I think that's one thing that can be appreciated about Jim Cornette. I'm sure he's not very hip and with it, if you will, but he knows of these types of people exist and instead of him trying to push his idea of what these characters were, he let Mosh, Thrasher, New Jack and Mustafa become those characters.

I used to think they were brought in to shill the JVC Kaboom Box.
They smashed inferior boom boxes on guys heads, then Road Dawg hit one of them with a JVC Kaboom Box and I recall JR going apeshit about how "The JVC Kaboom box just won't break!"

I'm sure he's not very hip and with it, if you will, but he knows of these types of people exist and instead of him trying to push his idea of what these characters were, he let Mosh, Thrasher, New Jack and Mustafa become those characters. The thing with the Gangstas though is that in Smokey Mountain it got bad heat and their ECW gimmick was fairly different from SMW. But Cornette did have a good mind for what the Southern fans wanted

So what happens is they have that mess with Alberto Del Rio as a babyface. Pretty much any gimmick that involves a different culture and identity it ends up being a disaster. Imagine the WWE creative team now coming up with the Gangstas or the Headbangers.

Watching it at the time they seemed like a jobber heel team from Smokey Mountain or something, because "Headbanging" wasn't exactly an edgy concept in 1997. The gimmick seemed about 10 years past its time, so it felt like a throwaway southern indie promotion gimmick that an old white promoter came up with (like if there was a grunge gimmick today.) Then they got over a little because of their personalities, but I still never saw the Marilyn Manson connection, though I guess they had elements of that.

Jim Cornette creates gimmicks based on the types of people he hates. Eventually it descended into a series of gimmicks of people who have pulses.
