Hell No!
Among his many failures:
He allowed Danny Davis to referee matches for months despite clear evidence that he was more crooked than an NBA ref.
When Ted DiBiase announced his intention to buy the WWF Title, he never bothered to mentioned that was illegal until AFTER DiBiase orchestrated a screwjob to do it.
He allowed The Big Bossman to beat people with a nightstick, Jake Roberts to attack people with poisonous snakes and The Undertaker to lock people in caskets but he fired Rick Rude for making fun of The Bossman's mother.
Mike Adamle was a better authority figure than this guy.

Yes. For his unintentional onscreen hilarity. And, because his induction would serve as a nice historical connection to the Tunney family as promoters in the Toronto territory.

It is this office's decision that Jack Tunney unequivocally deserves the aforementioned Hall of Fame nomination. Therefore, effective immediately, we must begin our campaign to get Tunney the nod.

He had a role in WWF expanding in Canada in the 1980s, but he shouldn't really go into the Hall of Fame. He definitely shouldn't go in for his on-screen character, which was pretty much a straight-man authority figure. As a promoter/executive, he really didn't do enough.

From a kayfabe standpoint, a Tunney induction makes a lot more sense. Jack Tunney was not meant to be a heel. He was supposed to be fair and impartial. Also, there were many other on-air authority figures before and during Jack Tunney's time on-screen. The NWA/WCW had officials like Jim Crockett, Jim Herd, Bill Watts, and Nick Bockwinkel who would sometimes appear on screen to discuss the title situation during a controversy. The AWA had Stanley Blackburn who would appear on screen to settle controversial disputes as well. These individuals weren't playing heels. Sometimes their decisions would support the babyface and sometimes they would benefit the heels, but the idea was that they were impartial. Jack Tunney's on-screen role was not influential and was not even special or unique during the time period. Out of the major North American companies, Eric Bischoff actually played a corrupt authority figure (when he was revealed to be with the NWO) before the Mr. McMahon character, though I hear Vince McMahon get more credit for starting the heel authority figure character. To your point, I seriously doubt that neither Eric Bischoff's heel character nor Mr. McMahon's drew ANY inspiration from Jack Tunney.

He's already done three inductions and he would have worked as a key agent during Jack Tunney's time there. Also, they are both Canadian. But still, I don't think Jack Tunney should be inducted, nor do I think he will be.
