There has been serious discussion of booking the match in a way that anyone who goes over the top rope and touches the floor will be eliminated, and anyone who does not go over the rope and touch the floor will remain in the match.
Nothing is settled at this time and things could change, but that is the vibe backstage at this time.

I'm going to re-post something I said Monday (prior to Raw) on these boards to state a point:
I made this post the day after Survivor Series before Raw. I just simply predicted that it could happen based on what I saw on Survivor Series. I don't subscribe to any site/newsletter and obviously don't have any 'sources.' My point is that any longtime fan could see how Roman Reigns was booked on the PPV and could tell that WWE was high on him and had big plans for him. Anyone could start thinking about how WWE might let him be dominant in the Rumble.
I just think that this bit of 'news' is very likely just Dave or Bryan's educated guess as to what WWE will do. They saw the same booking of Roman that we saw. I just question whether a source in WWE told them they are thinking about giving him this 'spot' in the Rumble. It's so easy to say that 'WWE is thinking about' doing something. I can't help but suspect that some top wrestling reporters make logical guesses about what could happen and then report that someone on the inside reported to them that WWE is considering doing it. I would have been very impressed if they had reported this before Survivor Series.

Plans for the Rumble winner continue to change as Vince McMahon reportedly lost his mind after the abysmal ratings for Main Event this past Wednesday. Sources say he was backstage allegedly complaining about the buildup to the Raw house show in Birmingham, Alabama in May of 2014. "He said 'Gawdammit, get the Rumble straight for Pete's sake!', then he flexed his ass".
If any indication of this past Monday's Raw, there will be a Raw this coming Monday, with a main event that is still being decided on.
There is heat on JBL for farting in his seat and blowing the leather out of the chair. Scott Stanford made a big hubbub backstage after the Superstars taping when he sat in the chair and tore his cornhole in half. He was sent home without pay for causing a scene.
The Rumble winner continues to be changed between CM Punk and Daniel Bryan. Plans are for Punk to face Randy Orton at Wrestlemania for the WWE title, so expect Punk to win, unless plans change, which they are subject to. Other Rumble winners discussed were Jim Duggan, Lex Luger, and Hardcore Holly. Rey Mysterio was discussed too, but the mindset was that 2006 sucked, so that Rumble winner was thrown out of discussion.
2K Games are happy with the sales of WWE 2K14, so much that they are considering selling the license for the games to Nintendo. A Mario Kart crossover with WWE wrestlers is to be expected for release in 2015 for the Wii U, reportedly.

I do hope that is the plan. I do feel Daniel Bryan should win the Rumble as this is the only guy the fans are interested in at the moment. Reigns is a 2015 type of guy who he can be a big star eventually but they need to start that build.
But yeah, Reigns should eliminate a ton of people and maybe say Dean Ambrose comes in and eliminates him at the end. I think one good match would be a Shield three way at Wrestlemania, or the Shield have a 6 man tag and that's when the turn is finalized.
They could do something with all the Shield guys. I'd have Seth Rollins as like, number 1 or 2 and last the longest, Reigns gets the most eliminations and Ambrose is in the final 4.
