Cena and Orton are still over. The issue is WWE doesn't realize with them that they've done it so many times that the fans really don't care anymore for them to be fighting each other.
The Total Divas are not over. I think some of the divas could get over if the audience had reason to care about them, but they don't. The Bellas used to be over but since trying to make them faces IMO it's been a flop.
For awhile the WWE would give the IC or US title to people that they hoped could get over (Big Zeke, Swagger when he was with Vickie, Johnny Nitro back in the day, Curtis Axel). That's why I always joke that if a midcarder with a title isn't getting over, Kofi is about to win a belt (despite being treated like meh for a year he's still over with the crowd)

Why does he keep winning midcard titles and no other face does? Why is he treated like the only non-demoted main eventer midcard face that exists most of the time?

And I don't think WWE thinks Axel is over. Sure he got lots of TV time, but they pretty much went out of their way to paint him as an incompetent loser who didn't deserve it. A dance that cameras zoom in to find scattered people doing. A chant that died out quickly and was easily outdone by Bryan in not even his first time on the show. They also begged for a sympathetic nomination because they weren't nominated legit for fan participation. They weren't nominated because outside of their diehard fans, you can hear people in the cheap seats talk about how bad traffic will be once they leave the arena. Miz is just a research paper that's unwritten. He's so not over that his face turn mostly consisted of booing and general apathy. Flair got him his biggest pops and from what I can gather, lots of people collectively rolled their eyes at him being assigned an.iconic submission finisher. I doubt Flair was thrilled about that either. His current riff with Kofi is his most interesting stuff in some time, but its still Miz/Kofi take 138. He doesn't look tough.and is one of the least likeable characters WWE has seen since X Pac. Remember when the audience cheered when Stephanie buried him? I doubt it but they did. You're a big fan of his so I didn't expect objectivity when mentioning Miz as unover, but there's a mountain of difference between liking someone and the entire audience liking someone. Same can be said for Barrett and Jinder. They have a smattering of dedicated fans for some reason, but that doesn't disqualify them from their crowd killing or annoying presence once their music hits.

Because Kofi is likeable and is over on his own merits and in spite of WWE's treatment of him. He gets the midcard titles because his overness makes said titles seem like they are actually worth a shit, then of course drops it to whoever is creatives flavour of the month in record time. If Kofi was like those other guys on the roster who wish to be treated like he does, then he would be in the same position as them. I'm convinced of that.

Cena may not be 'over' with a teeny-tiny section of the WWE universe (I believe they are called 'smarkasses' or some other silly name) but to the other 99.9999% of the viewers I reckon he is pretty 'over'. So you're saying there's something wrong with any fan that doesn't want to cheer John Cena? ...Ok then.
