I wouldn't be surprised if a popular answer was the one that had no wrestling whatsoever in the first hour, but I'm sure there will be some people who can pick others.
As for me the one I remember being frustrated by the most was I'm pretty sure a three hour episode. I think it was the one where The Flock lost the Tag Titles to The Triad. That match itself was actually pretty good, however EVERY single match the entire night (of which there were few) I think were thrown out or had DQ finishes. It's been years since I saw it (having not watched it since the initial broadcast), but I believe I am remembering it correctly.
I think this was even before Russo (or maybe it was when he first go there). Although some episodes may have tehcnically been worse at least they were fun in a so bad it's entertaning way. The episode may not have been the only one that felt dragged out and got annoying with all the screwy finishes, but it is the one that sticks out most to me.

If so, definitely gets my vote. No the episode I'm talking about without wrestling for the first hour was much later (I think during the three hour Nitro era). Although I have heard a lot of people who said they strongly dislike the NWO Nitro with the dismantling of the set. As a kid though I actually enjoyed the episode, but then again I enjoyed everything NWO at the time. It's another episode I haven't seen in years and years so no idea how I'd react to it now.

The Nitro that had no wrestling in the first hour didnt even go to the arena. It was all pre-taped vignettes. Was there ever a reason why? Here's a write up from the show. linkAlso, pretty much any show from the finger poke of doom forward is a candidate.

The one where Sting wins the World Heavyweight Title in the first hour and then loses it in the main event back to Diamond Dallas Page.
Dreadful episode apart from a decent match between the two.

this isn't an objective answer but I didnt watch WCW as a kid much (which I kinda regret now). but the worst I've ever seen was the first time I ever watched Nitro beginning to end. the final match was the one where Bret Hart wrestled Goldberg for the WCW title. the match was mostly okay, but then at the end the nWo silver give Goldberg a beatdown (which the ref doesn't disqualify Bret for). then. Roddy Piper runs in and covers Goldberg to protect him. the ref COUNTS THE PIN and then just hands Bret the title because Roddy piper (who wasn't even in the match) "pinned" Goldberg. even Bret looked confused as hell.

well, since every episode of Nitro was "the greatest night in the history of this sport" and thus surpassing the already established "greatest night..." which was the previous week's Nitro, then by default the worst episode of Monday Nitro would have to be the debut episode
