NO models - period. A strong wrestling background or at least willingness to train for longer than a week would be required. There are many strong talents lingering in the indies (not that it’s a bad thing, by the way; maybe some of those women are content with such statuses) while empty-headed models with little or no talent clog main roster.
Dump the “reality” show. Others may disagree, but I don’t see its point. We all know wrestling is scripted, and it’s obvious the “reality” show is as well - not to mention an incessant bore. I agree with sephiroth on having a Tough Enough/NXT-type show if they want to continue the reality route. Mentoring by past Divas and/or other wrestling talent would likely draw far more interest. Bring back the women’s title and scrap the Barbie belt. Sorry, but I can’t take a strap shaped like a butterfly in pastel colors seriously, plus its credibility is all but down the drain. The women’s title with actual female wrestlers in strong in-your-face, kick ass feuds could draw interest rather than women’s segments being used for bathroom/kitchen/beer run moments.
Why not have intergender matches? Now there’s something I wouldn’t mind seeing!
Skip musical chairs and do something amazing like women’s ladder matches. Hey, if guys can pull it off, why not the women?

- Give the Divas matches a decent length of time, at least as long as the average men's midcard match. - Give the Divas themselves clearly defined face/heel alignments. I'd say give them clearly defined characters, but that's a problem throughout the entire company, not just the Divas. - Give the Divas mic time if they're involved in a feud. AJ can handle herself on the mic better than some of the men on the roster, and honestly, it's not like Brie is as bad as Sable (who used to get plenty of mic time) or anything. - Bring up the more talented NXT performers like Paige and Emma while sticking the Total Divas deadweight in developmental until they're TV-ready.
None of this is pipe-dream, "they should totally hire Cheerleader Melissa and Kana!" type of fantasy booking, much as I would like that to happen. This is basic, simple shit that they should already be doing.

I'd reuse the Attitude Model. 1. Bring in women of various levels of talent and appearance. 2. All women on the roster will receive on-the-job training from road agents (like what Finlay was doing in the 2000's) no matter their level of skill, to adapt them to the WWE safe style. 3. The most talented women will form the wrestling division, and will occasionally do some modeling work. 4. The less-talented women will be used primarily as models and occasionally as wrestlers. 5. Out of that second tier, those with the least level of talent will almost unanimously be jobbers. 6. One woman may be at the top of the division but the reality is that it really depends on 2 or 3 strong hands. 7. Women interact with male wrestlers on a regular basis. They get involved in storylines, in matches, and stables. 8. Pushes are meritocratic. If fans like you and you bust your butt in your matches and programs, you're getting pushed. If you're not over, you're not going to get much. To be fair quite a bit of that should be applied to the Male roster members as well

Massive cuts.
Hire off the indies. Who cares if they can or can't work WWE style. Current WWE style women's wrestling is botching everything. One of the issues is WWE has this incredibly sexist attitude towards the women. It will be the divas in action, and no one really stands out except for maybe AJ. They need to get women in who can help draw, and if you take what's happening with UFC and the drawing power of the women, it proves that women can draw but they again have a very sexist attitude.
One thing I would keep though is Total Divas. It's extra money in WWE's pockets, it draws ratings, and it can work. It does work. You can still have the talented wrestlers involved in it still. You can also get people on tv and at least it's thought to be their real selves on their. Guys like Jimmy Uso and Tyson Kidd have benefitted huge from this show.

And I mean that--I don't think there's anything about female wrestlers that really warrants them being treated as much different from male wrestlers. They're both capable workers when they have talent. They both appeal to the opposite sex, by and large. Both of their audiences enjoy when they can wrestle. At the risk of looking like I'm picking and choosing, here's five female wrestlers and five male wrestlers who have all wrestled in the past ten years: 1. Trish Stratus 1. The Rock 2. Lita 2. John Cena 3. Mickie James 3. CM Punk 4. Melina 4. Randy Orton 5. AJ 5. Daniel Bryan What do they all have in common? 1. All ten are current or former top-tier title holders in their respective divisions. 2. All ten are generally considered to be, at worst, solid in-ring workers. 3. All ten are generally considered to be, at worst, fairly attractive. 4. All ten are generally considered to be, at worst, rather charismatic. 5. All ten successfully got over with live audiences. Obviously these aren't unanimous points. Plenty of people may say "John Cena looks like a goof!" or "Trish was overrated!" but there seems to be a majority that would agree about each of those five points being accurate for those ten workers. Overall, my point is that the difference between male and female workers at the top of each division isn't really that big. Disparity in the best female to best male worker, that's up for debate, and another discussion altogether. But relative to their respective divisions, top talents fill a similar niche with similar skills and therefore, I don't think they should be looked at as quite so different either.

1. Promote most of the NXT Divas. Raid SHIMMER to get more bodies, but put most of them in NXT for the beginning to develop new gimmicks/work WWE style, cycling them in and out as a mixture of development talent and one month feuds for the Bellas or Kaitlyn (engineered to eventually build them into being the face of the Divas a la Trish in 2002.) Once they have a firm gimmick, then bring them into the regular Diva rotation. 2. Repackage any Diva who doesn't have even the slightest hint of a gimmick, then kick them all into overdrive. 3. Put all the Divas with some male on the roster, just to give both the guy and girl a chance to get more time to get across a gimmick. 3a. Similar to that- instead of running intergender matches when the roster isn't ready for it yet(no one's a complete enough package yet to be viable as more than a novelty- and when I run with it, I'd want there to be no doubt they belong). Instead, institute a "Mixed Doubles Tag Team Championship" for mixed tag matches. 4. Keep the reality show, but actually make the reality show's plotlines spill over into the WWE instead of "they hate each other on the show, but they're all the bestest friends in the world and the only super special awesome good people onscreen." Make every Diva on the roster, even if they won't join the cast, at least make token appearances on the show just to sell storylines or feuds (if you can fake a "Natalya drunk-dialed Stephanie" story for a Total Divas episode, you can fake a "AJ goes to Natalya's house and starts attacking her, arguing about something she and Tyson did to her" to sell a AJ/Natalya match.)

As much as I hate to say this, I wouldn't scrap it.
I'd raid SHIMMER. I'd call up NXT wrestlers. But even before putting them on television, I'd make sure to establish that I'm presenting a NEW Divas emphasis and feature vignettes on almost every bumper for RAW and Smackdown for like 4 weeks. One bumper promo per woman. Let them explain who they are, film them in their daily lives doing things that pertain to their gimmick. I won't give two f***s about their appearance as long as they can get people to care about them. The two or three Divas I would push the most would get a couple of more segments before debuting than the rest of the pack (which would amount to about 12 women).
I'd finally debut them on a B-PPV like Payback or Night of Champions in a battle royal ala TNA Bound For Glory 2007. By this point, people would know who the girls are and have an invested interest on who wins. Then, just to combat cynicism that will surely come from having Divas out there, I'd present a great, competitive match on RAW the night after to prove it's not swimsuit models and Tamina Snuka any longer. I'd continue this each show for a couple of weeks before starting to branch the women off to have relationships or aquaintenceships with the rest of the roster so their primary identity to the audience isn't "that one Diva" but instead "that one Diva who is friends with Dolph and the girlfriend of Cody" or something like this. Picture Molly Holly or Lita being more associated with the guys they rode with rather than the Women's Title division as a whole.
But since this won't happen, I'd either scrap it or put the belt on Nikki Bella for the LULZ.

Rehire Kharma and Mickie James, there was rumors Kharma has been in talks and Mickie is a free agent now, she was at the performance center recently.
Then build the division around AJ, Paige, Natalya, Mickie James, Kharma and Naomi. (Six good workers)
Get rid of The Bella Twins, Aksana, Rosa, Fox and the rest that have outstayed thier welcome unless you want them to be valets.

Get the right roster together, give them strong characters which stand out and appeal to the audience, especially a female audience, and book them in good feuds and stories which get them all over.
Nothing complex. Keep it simple. It's the best way.

Give them better reasons for a fued instead of the "you're a bitch!" "You don't have a boyfriend!" BS. Push Chick Diesel as an unstoppable monster and the Heart Break Babydoll as the underdog. Bring up the NXT gals and whoever is booking them to the main shows. Fire Douche Cameron, Mannequin, YoYo, Rosa and Chavo ... Er Natalya. 1 hour Paige appreciation on every raw

There should always be two angles involving Divas - one for the title, one away from the title.
Otherwise the Divas division becomes "who is the champ feuding with", and the other girls go un-noticed for 11 month rotations.
Specifically though, give Alicia Fox a chance. She's one of the prettiest girls ever in wrestling, extremely charismatic (on the web shows) and also incredibly athletic.
But when was the last time she was in an angle? Bizarre.

Personally my first option would be to get rid of the division as there will always something else that fill in for my piss/grab a beer break but to answer the question ...
- Stop hiring models. The WWE can try all they want but they aren't going to find another Trish Stratus by hiring talentless models who see wrestling as stepping stone to some another career. Instead hire female wrestlers who can work or are willing to hone their skills for the long run - Not allowing them to wrestle on TV until they have had proper and adequate training. Honestly nothing makes the Diva division look terrible is by having two clueless female wrestlers attempt to fumble their way though a shitty match that will send everyone viewing to do something else. The less botchfests the Divas have the better they will look and can be taken seriously.

Their main problem is, out of the 12 or 14 girls, fans only care/have an opinion about 4-5 of them.

Those two immediately come to mind. They desperately need a girl to make the fans care about the division and at the present time AJ is the only diva fans care for. Why bother keeping her as a heel? That and end this crappy Total Divas feud. The Bellas, Eva Marie, Natalya and the Funkadactyls are unlikable and in no way should be featured like they are on Raw. For the most part nobody cares about them. They couldn't buy cheers to save their lives. End it...turn some heel and keep some as babyfaces but just end it.
That's about the only thing I can think of to make it better. Since it seems like nobody new is coming up. Have that 1 girl who fans like and kinda build around her like they've done in the past.

every diva has a bestie, except maybe one group of three. Almost all the best divas angles have involved a couple of women in a group so work with that. Plus everyone works best with someone to play off of.
Divas tag team belts.
Two divas matches on Raw, one each on Smackdown and Main Event.
Definitely give this group a try with Finley

Let's run it down...
AJ Lee & Tamina - I'd have AJ rebrand the Divas Championship as the Women's World Championship. I'd have her declare they are no longer Divas and essentially tear apart the very foundation of what's been the division for the past decade or so. Slowly making her more and more what she already is, essentially a female version of heel Punk. A self-entitled child with serious delusions. With a posse backing her to make sure nobody can definitively shut her up.
Aksana - I'd have her play up the goofiness factor, namely in her trying to be sexy and the like. Coming across on average as a fairly harmless woman till she gets in the ring, where I'd have her show off more of what she did in NXT. Busting out submissions and the like. I'd have her join up alongside AJ as part of her posse.
Alicia Fox - I'd have as a spunky babyface that's rising through the ranks. I'd make her a little weird, playing up the whole fox fur hoodie thing she's been known to wear and have her have a thing for animals. I'd emphasize however that in the ring, she's actually a skilled wrestler and has some decent technical chops to her. She'd be somebody that AJ tries to undercut to avoid having a potential threat later on.
The Bellas & Eva Marie - I'd have them split up. Brie I'd make a full fledged babyface and have her a consistent challenger for the title, while pairing Nikki up as a heel with Eva Marie. I'd have Eva and Nikki more or less do a variation of the Bellas' mean girls shtick. With them being something of a far less powerful LayCool.
The Funkadactyls - I'd have them squaring off with Nikki & Eva, and AJ & Aksana/Tamina fairly regularly. Cameron would be the inexperienced little buddy to Naomi, who I'd focus on as the star of the team. Naomi would be the one that I'd have picking up wins for the team, challenging for the title. Maybe eventually have her win it and during a lengthy reign have Cameron turn on her to side with Nikki & Eva.
Kaitlyn & Natalya - I put them together because I'd play off of those old segments with the two and make them a team, with Natalya taking on the veteran/mentor role while Kaitlyn is the muscle and new star of the group. Much like with the Funks, I'd have them face off with AJ's Kliq and Nikki & Eva alot. With Kaitlyn being the one that gets most of the title shots and title reigns, with the occasional title shot for Natalya to build up to another Kaitlyn title match.
Layla & Summer Rae - I'd have Fandango progressively get creepier and creepier, and more possessive of Summer as time went on. Gradually building up to Layla one day talking some sense into Summer about how Fandango's no good for her and she needs to get away from him. Breaking out, I'd have Layla take on more of a managerial role for Summer, with the occasional tagging and singles. Build the two up as they could be potential threats to the title, but they tend to not take matches seriously enough & it costs them.
