Obviously, over the long run, it's WWF/E, however, I think in a 4-5 year period, until Wrestlemania 14, it was WCW. Rodman, The Mailman, Jay Leno, Kevin Greene, all gained them a lot of mainstream publicity leading up to and after their PPVs. For wrestling to be mentioned on ESPN, without it being a tragedy, was almost non-existent, and WCW was able to get that with their celebrities. Howevcer, that started to change after Wrestlemaina 14, with Tyson and Pete Rose. Leading p to, there was a lot of publicity, posiitve and negative, about Mike Tyson being their, but you know Vincs view is/was, almost any publicity is good publicity. Then in the aftermath, KAne pile driving Pete Rose also received a lot of attention from the non wrestling media.

Mongo was a joke throughout his WCW career and would be known as the worst horseman of all time if not for Paul Roma Umm, Mongo was the worst Horseman of all time, period. Mongo was the worst wrestler to be in the Horsemen, not the worst Horseman of all time. I'd argue Paul Roma, while a superior worker, was a worse pick for the Horsemen. I'd also like to ask what the definition of "using a celebrity effectively" is? I would think this would just be more then the celebrity not embarrassing himself or the company, but the celebrity in some way helping the company make some money. Yes David Arquette winning the WCW Title got them some mainstream press as well as an appearance on Nitro by Courtney Cox and Kurt Russell, but what did that get WCW? Ratings dropped, buyrates sank, the WCW World Title lost all credibility among hardcore fans and the company became a joke to casual fans with "David Arquette" being the punch line. I don't understand how anyone could say that this benefitted the company in any way, shape or form. Oh, and Mr. T was so NOT a big name in 1994. Not even close. Not even under the most vaguest and generous of circumstances.

So Hogan headlocking Richard Belzer just before the First WM Doesn't count as Publicity??

If the only celebrities WWF ever used were Mr. T and Cyndi Lauper, they still would have used celebrities leaps and bounds better than WCW. In fact, I'd say that the only close competitor to Vince in the "using celebrities well" discussion would be Lawler and Andy Kaufman in Memphis.
