I was wondering if anyone has ever used MUGEN. I've heard there are some good games made using it and was wanting some of your guys opinions.

There are definitely some very good titles made using it and the variety of things you can do with it is astounding, but I find it entirely too confusing to use to make your own games. So basically, excellent if you just want to play other people's games, not so great if you want to make them and don't want to put in the ffort you could spend on learning a new language.

I use Mugen for random fighting game character match ups. Always fun to put the likes of Iori & Vegeta against Cody & Sub-Zero As for actual games built with the engine I have not delved into that myself,
I can try to answer some questions but your best bet is to head over to the MugenGuild forum which covers everything and anything Mugen related.

Salty Bet is a pretty hilarious usage of the engine.

KING OF FIGHTERS ANTHOLOGYi use this for my MLP PONYFIGHTER! competitions, and only had to change one character who was rubbish ..... used it for the last decade on and off, but i just nick characters / stages and plonk them in, change the stage time and even managed to put the game as a best of NINE (only in the txt file) you have to be careful though, as characters and stages mostly tend to be from a certain version of the game engine, so reading up on them is a good idea i have a couple of disks full of stuff, and i also like collecting as many sprite rips as i can ..... i am a wittle cuckoo i am

Salty Bet is the best thing ever, and that's my only experience with MUGEN.

I mean, I saw some Street Fighters characters, but they're the sprites from SNK vs Capcom so that's not too much of a surprise, but then there's freaking Sailor Moon, and some of them look like edits of existing characters.
