Yep, having just double checked all the tweaked paint schemes and updated driver/car attributes, I have a field of 114 cars ready to go racing in about 6 weeks time.
Of course, I'll likely be adding more based on stuff that happens in Season 4. I've already added The Maneiac and Coco Pommel to the field, and Miss Harshwhinny, Suri Polomane and Prim Hemline are on the shortlist. I'll probably also end up adding the Weird Al Yankovic-voiced pony once a design and name comes in when that episode airs.
The cutoff for new ponies will be the week before the first round which is on the 23rd of February. So if you're a new pony that wants to be in PONYCAR and you haven't shown up in an episode by the time Filli Vanilli airs... well, tough Toblerone. Better luck next season.
