It is because not everyone has an up to date internet connection. GIFs and large images wreak havoc on their connections, causing pages to load slowly.
Thus why the strict file sizes.

Because gifs take longer to load for people with slower connections and can cause problems for them when reading the forum. We set the limit to 1mb (although we allow up to 1.1mb) so it doesn't slow down the loading as much. If there are ten posters all with a gif as their avatar and their sig, then that is twenty animated gifs to load on top of all the other information on the page. If you've never had an issue with it before, then it's either it didn't exceed the limit or it just never got noticed.

I don't know but .gifs as avatars and signatures annoy me anyways. Usually they're pointless 2-frame Tumblr .gifs that might as well be just a normal picture.
