If you have Rob Van Dam's DVD from 2005 and watch the match between him and Tommy Dreamer at November to Remember 1997, you'll notice that at one point, the screen just fades to black while both guys are inside the ring, then the footage resumes a second or two later with them fighting on the floor.
I checked out NTR 1997 on the Network, and the missing footage is still gone, only this time, WWE tries to hide it by cutting from the first time they fight on the floor to them fighting on the floor later in the match.
As far as I know, this is ECW's fault, not WWE's as this has happened with other ECW footage. One episode of Hardcore TV from 1998 that aired on Classics On Demand just ended with a Lance Storm promo being cut off in mid-sentence. Joey Styles then appeared from WWE's TV studio and explained that due to the original ECW being "a f***ing mess" (his exact words) as a business, the last minute or two of the episode was missing from the tape.
On a related note, some of the 1982 and 1983 episodes of World Class's syndicated show are apparently damaged badly enough that WWE can't/won't air them:

Well that explains why there are so many missing WCCW episodes. Shame really, I started watching it the other week, I'm especially digging the work of a guy on their roster called checkmate Checkmate was a talented guy named Les Thorton. EDIT: seems to be a bit of a mystery if it was Les Thorton or Tony Charles. Both excellent british wrestlers.

It is quite a shame that some of the programming may be lost due to improper storage or stuff being cut incorrectly. I am glad to see that WWE is making every attempt to make sure what we do have is still around for us to see.

I've been jumping around WCCW stuff but on episode 43 they have a disclaimer before a Flair interview that says "This footage is too good to miss! Picture quality will return shortly"
At worst the video completely went bad for a second.

Yeah, I think he has both probably. Dave has tons of stuff from various territories, likely the only surviving copies of many shows. But I think they're on VHS, in plastic bins he hasn't checked in years. So it's possible, if not downright likely that they're not all in functioning condition. I kept my tapes in a similar way, and for a shorter time; and many of them (from as recent as the early 2000's) don't work or have severe tracking issues.

I couldn't find them. I'm sure they are out there, in some fashion or another. I do bet that there are a lot of territorial tapes that are damaged or destroyed. I remember hearing that a lot of Portland's stuff from the 70s and 80s is long gone with only about 1988 on still remaining, not to mention Ole's flood and him basically saying that the Georgia Championship Wrestling tapes are now destroyed. So as it stands, about 99% of WWE's footage exists, Roughly all of Crockett's exists, WCW's exists, Tape traders saved every bit of ECW footage, save for what Feinstein has. Memphis is still very much jumbled on how much of that exists. I'm going to gamble and say almost all of the AWA tape library exists, or at least everything from 1975 on.
