They are mentioned in the OP. While Goldust oddly wasn't. I just consider that his face so much that I forget that it's face paint.

Don't discount the rise of the Mask in American Wrestling as well, much easier and more permanent than face paint to create a cool identity. Plus, you can sell replica masks. You can't really sell face paint specific to you. If you have an iconic enough design like Warrior's, you can sell shirts with it on it, maybe, but you can also sell shirts with masks on them. It always puzzles me why independent companies who hire a masked wrestler i.e. Solar in any Scottish company don't try and sell that worker's mask alongside Rey Mysterio and Sin Cara masks. Surely the market is there?

I've been saying that we need a new LOD/Demolition style team forever. They look like the poor man's MVP and Kane.

I got more of a Jay Lethal and White Brodus Clay vibe. Plus, you can sell replica masks. You can't really sell face paint specific to you. It always puzzles me why independent companies who hire a masked wrestler i.e. Solar in any Scottish company don't try and sell that worker's mask alongside Rey Mysterio and Sin Cara masks. Surely the market is there? Some sell replica masks, but I imagine maybe either costs are prohibitive or they just don't consider it, versus just getting shirts screened.

Good catches on Goldust and Jeff "Willow" Hardy.
Undertaker wears enough eye liner, it should count.

I wonder if increased match length* and better cameras/TVs play a part?
There have been plenty of matches where a wrestlers face paint had almost all peeled off by the end which was never a good look, it's more likely to happen in longer matches and will be more noticeable with HD cameras.
That said Goldust's paint seems to last a lot longer these days.
I'm also guessing the face paint was partially so they didn't look too similar to their previous identities, a little bit of paint is unlikey to be enough now the internet is more popular.
*I know that's arguable but there were far more squashes years ago and the likes of The Ultimate Warrior didn't have many lengthy matches

Paint prices are too high.
