I don't see Show/Orton as huge bust. You want to say Orton was a failure in being the next Rock? Sure that's fine but he's like the MLB prospect who is projected to be the best player in baseball and just ends up being a solid all-star level talent. Yea he;s disappointing but he still has a pretty good career.
If you want a big bust just look at Mark Henry early on in his 10 year deal where he was flopping badly and the WWE was desperate for him to quit so they can save a lot of money. Eventually Henry turned it around but he'll be a good example if you want to talk in a financial way.

How about we all just decide right now what a "bust" even is? Most of the disagreement is just about that, not about who fits. A bust, to me anyway, is someone who was build up and expected to be a HUGE star for WWE basically from the outset. Not someone who could be built up slowly, someone who they pointed at and said "We expect you to be a huge star, right away".
Cara was made out to be a huge star right from the get go, going after Sheamus. That didn't work, so he feuded with Chavo, that didn't work, then with HIMSELF, and that didn't work. He was made to move merch (His first Shirt design was a fail). He was then planned to face Rey Mysterio at WrestleMania, but he then failed a Wellness Policy, tore his leg up on a stupid move, then broke his fingers, inevitably being released, and being replaced by the very double who he took his mask off of.
Everything Sin Cara did, literally EVERYTHING, was a failure. From someone who was expected to be the New Rey Mysterio for years to come, I can't think of many who top Sin Cara in expectation vs reality.

A lot of the guys mentioned certainly weren't busts.
Kennedy is probably the winner, given how much big stuff he was given, and how often it got screwed up. For pure lack of any ability, Nathan Jones is as bad as it gets.

Maybe not the complete bust but an honorable mention has to be Daniel Puder for me, he won the Million Dollar Tough Enough I believe he only got a quarter of that which is still a hell of a lot of money but he's only remembered for 2 things, nearly breaking Angle's arm in a shoot fight and being bitch slapped by Benoit, Guerrero and Holly in the Rumble.

Scott Steiner 2003. They book him as absolutely invincible against HHH going into their title match at the Royal Rumble. He has one of the worst matches in recent history. Two months later, he's not even on the card at Wrestlemania.

He was the lowest drawing long-term WWF Champion in history until JBL in 2004.

He was the lowest drawing long-term WWF Champion in history until JBL in 2004. I don't know about PPV sales, but I actually recall ratings going up slightly when JBL was champion. Not that Smackdown's done fantastically any time in the last ten years or so that I remember. What a strange transitional time that was, when many of the stars were either gone or on their way out. Then you had Steiner come in and suck a fat one, while Goldberg was at least mildly successful. It wouldn't be until Cena and Batista were given the ball that things started to seem like they had any real direction.

Calling Randy Orton a bust is like calling Michael Vick a bust. Sure, they didn't revolutionize their sport like some people predicted, but they both have had pretty f***ing food careers with some aweomse moments even with their personal issues. Not an all-time great, but not a bust either. I don't think anyone is disputing Orton's accomplishments so much as they're regarding him as a bust because he's not as big of a star as the company wants him to be in spite of all those accomplishments. but does WWE even really want that anymore? they haven't pushed Orton as "next face of the company" since his flop of a first world title reign. they changed gears about it pretty quickly and put him in a role he's better suited to, and it worked out really well for both him and the company.

There is "falling short of your projection" and being a bust.
Orton is like Eli Manning in that respect. Stable commodity, but no Peyton.
