The rumour at the time was he was indeed hired because of Owen.
Basically so that they had a high profile Hart family member to undermine her case/put dissention in the family, still not sure how that was meant to work.
Then the case was more obviously coming down in WWE's favour, so they didn't need to push him any more.
Plus this was when he was completely screwed up on drugs after his back injury in 1998 on Warrior's trap door in WCW so he was in no state to even be in wrestling, let alone in a main event.

Davey was just so out of it by 1999. Its a damn shame too because I always liked Bulldog and felt he deserved a WWF Title run.

I will forever remember him for constantly saying at Rebellion "A WANT MA TATTLE SHOT!" and smashing Steph Mcmahon's head with a trash can. I laughed for several minutes recollecting on that moment lol. I always laughed at Bulldog's accent because it was so thick that I couldn't understand what he was saying at times. I will never forget when he was eliminated by Owen at the 1997 Royal Rumble and he yelled to no one in particular "HE THRU MA OOOUT!!!"

I remember him returning on SmackDown as a face and beating Boss Man for the Hardcore title and giving it back to Al Snow. The next thing I remember, he's heel, semi-allied with Triple H and Shane McMahon, and involved in the WWF title 6-pack challenge. I have absolutely no memory of how he got from A to B there. None.

In terms of matches I only remember one bright spot, one well worth you trying to see if you can.
It was what ended up being his last match in the WWF, against Eddie Guerrerro on an episode of Sunday Night Heat. I saw it at the time and saw it again just a year ago. Clearly Eddie was trying his best to make Davey Boy look good and Davey Boy in turn had just returned from a three-month break to try to get in better shape and kick the habit. It's the last flashes of a the old Davey Boy, not a five-star classic but a good solid match with some good counters and effort and pace on both sides.
Given that it did end up being his last WWF match, and that he passed away less than two years later, I'm glad at least that Eddie and he were able to go out on a much better note with that than anything else from this poor run.
Seriously, if you liked Bulldog, try to see that one.

Awful run, just awful. (Un)interesting side note: I have literally never seen any footage of Bulldog in WCW. All I remember of his run there was that he was part of the Shockmaster reveal segment.

That was during his first WCW run. His second one came behind the heels of Bret going there and lasted until Bulldog fell on Warrior's trap door.

Maybe I'm remembering wrong, but I recall his first match back him wrestling in jeans and a hoodie. The next time I saw him he wasn't wearing the hoodie anymore and I realized why he wore it in the first place. I think his initial main event push with the 6-Pack Challenge and everything was done as some motivation for him to get back in shape and fight off his problems. When that didn't happen the WWF just went "whatever" and had him jobbing around in the mid-card until they let him go.

Can't really blame him - Davey Boy returned on the September 13 ep of Raw, Russo signed with WCW three weeks later on October 5. Well, I take that back, three weeks was plenty enough time for Russo to change the storyline 18 times. Yeah I'm pretty sure he returned babyface then turned heel the week after on an episode of Smackdown, where Triple H had to compete 7 times or something (in various gimmick matches) and win 4 to get in the 6-pack challenge match, Bulldog turned in the final match by helping Triple H beat The Rock. He was definitely heel before the September PPV. As a side note I believe that ep of Smackdown was also Undertaker's last for a while as it was scheduled to be Triple H vs Undertaker in a casket match and Taker 'left the building' so we got Triple H vs Viscera and Mideon instead.

He could have worked as a babyface in his traditional gear, starting out in that Main Event spot at Unforgiven and then slowly going down and putting over some of the newer heels. Him putting over The Rock wasnt doing anyone any favours. Initial runs with the new Kurt Angle maybe or Chris Jericho perhaps instead of Chyna. Maybe even taking the IC Title from Jeff Jarrett as a "sorry Owen" deal and then having him drop to Jericho. All while being the old babyface Bulldog.
As a heel he was dull, colourless, and just didnt fit.
