I first see this thread as I'm watching MWC, too. Anyway the answer is Gloria. Both were pretty stacked, but Peg is Peg. Gloria was at least a decent woman on some level.

Peggy was pretty, I'd definitely say she ranks higher than him on the attractiveness-scale, but not to where he really outkicked his coverage. With Gloria he didn't just outkick his coverage, that ball flew out of the stadium and took out a tailgater in the parking-lot.

Both had unique personalities and are memorable characters, but I lean towards Gloria myself. For the obvious reasons, but I guess cause Modern Family is fresher in my head.
On a related note, I know you can choose SAP audio for the syndicated MF reruns. In the Spanish dub, do they change much of the humor about Gloria? I mean, it wouldn't make sense when everyone speaks Spanish...

I honestly think Peg was too good for Al, LOL! Jay, for some reason, he seems like a gay that could get the young hot chick. Not sure why I feel that way. Gloria is hotter, IMO.
