If I had to hazard a guess, there are so many more channels now, most owned by major studios (USA has 9 sister channels, all owned under the NBC Universal brand). Those channels have time to fill, and the network doesn't want to split viewership. Rather than pay for the rights of dozens of shows to fill in all those channels with a wide variety, they'll just air the most successful ones over and over again on different channels to ensure they don't overlap. I'd also imagine that, with so many channels, there's probably greater competition for syndication to fil the time.
If I had to hazard a second guess, it'd be because the shows they air get higher ratings, and other shows did not, so they aired the ones that got more ratings.

It feels like every 5 years there is a sitcom that airs on 8 or more cable networks all the time. First it was that abortion Fresh Prince of bel air, yeah I know it is popular I never liked it and find Will Smith painfully unfunny. Now it seems to be Friends.Another show I find unfunny. Even with my distant cousin being one of the main cast I still don't watch it.

I don't have cable TV, as I just use Netflix, etc. My parents have Comcast. Over a 3 month or so period, without exaggeration, every time I came into town for a visit, from Chicago to Detroit, the TV was showing the EXACT same scene in either John Carter or Hidalgo.
