Wait...King of the Ring?! No wonder payouts are low, no one even knew about KOTR to order it! They tried it as an equivalent to TNA's pretaped PPVs but decided not to air it when they reconsidered on the idea of King Kofi Kingston.

I think everyone saw the talent getting screwed by the network coming, they're not even close to breaking even, nevermind at a level where they come close to being able to pay talents what they got from PPV and DVD sales, both of which they've cannibalised for a vanity project, just so Vince can stick his middle finger up at traditional carriers. It's like the WBF/XFL all over again, where the people making Vince money are the ones who suffer because of his grand ideas, only this time he's cut a chunk out of the WWE to do so, the audience now expects everything for $9.99 so there'll be no going back.
I expect a lot of midcard guys leaving in the next year or two to try their hand elsewhere, attempting to become actors or personal trainers because it's just not worth taking bumps night after night with no hope of promotion for less money.

The Network broke even at around 400,000 subscribers, they're profiting from it, just not at the ludicrous expected million they promised stock holders. Which makes it worse for the wrestlers really, they have the money, they just don't feel they have to pay them what was hoped for. Does that figure cover all the lost revenue from the businesses they cannibalised for the network or just the costs of running the thing? If 400,000 was the break even point, the WWE would have been turning a profit on the network rather than predicting losses.

I am not entirely sure, but I believe -having read this up pre-Network being made available in the US- it was for servers/maintenance/production of programming (that may include paying wrestlers who appeared on old PPVs/documentaries). A few people have spoken about being paid royalties from past PPVs and shows on the Network, but I believe one or two workers have complained about not being paid for the same things. It's a mess. The losses predicted (and the firing of staff/less fireworks/apparently cutting down on tour buses for people who set up all the arenas) are the result of the company lying to stock holders about how many people they believed would have the network, the reason their stock prices did not fall at all was because of them budgeting suddenly. EDIT: also, I realized I missed a BIG part out, the need to reach a million subscribers is based around the WWE guaranteeing not losing money from rejecting the old PPV model. I felt like finding a source so people didn't believe I'm just pulling just out of the air so - HERE. So yes, they are profiting outright at 400,000 over the set up cost of the Network, but the PPV system deal required 2.5 times more that many subscribers to work out cool all across the board within the first 1/2 years. I'm not defending them doing it at all, I think it's a horrible thing, but that's crazy world of stock/projections/comparatively small money which doesn't really mean a thing to multi million dollar companies being a huge problem for their workers. Money matters more than life. ...now I'm depressing myself! Damn you, world!
