Even as a kid I never liked them. All that random head-licking seemed very unsanitary.

On the serious side, I am of the opinion that they were deserving of a brief tag title run. They were always over and a reliable midcard stable for quite some years, so I think it would have been a worthwhile way to give them their dues. I would go so far as to suggest that perhaps they should have been the ones to go over the Nasty Boys for the belts, only to drop them to the Natural Disasters a week later.

They made it work. They arrived in an era where they couldn't be bloodthirsty brawlers and they weren't too proud to leave that and their reputation behind and goof it up. Even today they're probably one of the best known Tag Teams of that generation when they could have so easily ended up as a footnote in history. For where they were in their career in terms of age, style and technical ability their run has to be considered one of the most unlikely success stories of all time. Amazing really. Ohhhh wow! Who is the babe standing in the back?

Their "strength" was not really in the wrestling, but in the "entertainment". They got their dues by being featured in so many segments where they got to talk with their mouths full and lick each other. I don't think the titles would have done anything to enhance them, but would in fact have diminished them. I just don't think most of the fans would have seen them as credible champs, and that would have demoted them from an "entertaining" midcard act to a ridiculous experiment.

What about the Sheepherders they won bunch of regional titles, could they have had a short U.S. tag team title run?

The last appearance I remember the Bushwhackers making in the WWF was on one of their syndicated shows at the time when they were attacked from behind by Brian Pillman, so that would have to be around mid-96.
I remember them appearing at Terry Funk's Retirement Show in 97. Outside Funk and the WWF guys (Bret Hart and Mankind both worked the show), they were the most over guys on the card. The audience was definitely more into them then they were the ECW guys.

Having a quick look at wikipedia, it seems they were in the Gimmick Battle Royal at Wrestlemania 17, anyone know what sort of reaction they got?

They made two appearances in ECW in 1998 as honorary Dudley's with their first appearance seeing them used as a distraction for a Dudley ambush on Sandman and Dreamer. The irony is that they could have probably still pulled off an entertaining brawl with those two had they come in Sheepherders mode but in the end they didn't even exchange blows. I'm also reasonably sure I remember them doing the rounds in the UK as late as the early 2000's in the seaside shows that included a lot of rip-off WWF wrestlers such as 'Mankind' with parcel-tape on his face. The UK scene was at an all time low at that point so I would imagine they would have been treated as star attractions back then despite their age. Would be interesting to unearth some info on that period but I doubt anything exists if I'm honest.
Edit: Unbelievably Luke has been wrestling semi-regularly again since 2008 and has made numerous appearances in Ring of Honor of all places. Other 'highlights' include a Barbed Wire matches against Bill Skullion and Jeff Black, a Tag-Team with Hurricane Helms, a one day title run in SPW and numerous Battle Royal entries. At the age of 67 he still seems to be going strong as he has appeared for no less than three different promotions this year alone.

If you haven't seen Wrestlemania X-7 you're doing yourself a disservice. Find it and watch it man. Overall I'd say it's the best WM there's ever been. Ahead of XXX, 3 and VI.

Sheepherders were deranged New Zealanders who were tough as nails and loved a bloody brawl. The Bushwackers were a comedy team who got over by walking goofy and licking each other.

No need to panic I've definitely seen it, just that it's been a while and the battle royal wasn't exactly the most memorable part of it.

Oh, yeah I think they would have been ok but I don't think a team like the Sheepherders really needed to win a belt. Belts are a gimmick in themselves IMO, and I don't think they are necessary for everyone. Sheepherders were all about bloody brawls and grudges. Throwing a belt into the mix is kind of overbooking them.

....I still can't tell which one is Butch and which one is Luke..... You're not the only one! I loved them as a kid, all my mates did too but even back then I knew there were jobbers to the stars, those guys never won against the big name teams so even as an 8 year old mark I wouldn't have bought a title reign. It wasn't until a few years ago I found out they were these New Zealand mad men in a previous life
