The only guy currently in TNA who hasn't worked for the WWE in the past that I think the WWE might be interested in would be Bobby Roode. And that is far from a sure thing.
I know a lot of people have been dreaming about Samoa Joe in the WWE over the years, but they've supposedly had chances to sign him over the years and just haven't been interested. Personally I think they see him as damaged goods.
Out of the former WWE guys, well Jeff Hardy definitely, if he's clean. Maybe Matt. I'd like to see the Dudleys return just for a short run to put over the Uso's. Angle only if he's willing to accept a Legends Contract and agree to never wrestle again.
EC3/Derrick Bateman deserves another shot in the WWE, but I'm not sure if he'll get it.
As for the Knockouts, I can't see the WWE being all that interested in any of them. If the WWE brings in the Dudleys, Bully Ray might be able to get Velvet Sky a job, but I can't see her sticking around for long. I'd love to see Madison Rayne get a shot in the WWE, but I don't think that'll happen.

Not trying to be arrogant with this, just stating an opinion.
Other than ones they dealt with before (Angle/Hardy, etc.), realistically why would they sign any of them other than the wishes of TNA fans?
Look at it from WWE's point of view. If anyone gave a shit about these guys that are with TNA now, why won't anyone show up to shows they are on or buy the PPV's TNA does. If TNA's own fanbase won't pay to see them, why would WWE care about, lets say, an almost 38 year old Bobby Roode? Do you think they would bring someone like that in and shoot him to the top over their own guys? No, nor should they.
Everyone goes through NXT now. Besides, if WWE really wanted any of these guys they could have scooped up just about any of them come TNA contract time. For one reason or another they never came in.
Point being NXT is stocked enough that WWE could be doing callups every month for the next year of quality performers and still have people left over. Other than a nostalgia act to be brought in, at this point they just don't need them.

I feel like the WWE will do something with the Dudleys and Hardy, but that will sadly probably be it. I'm really not sure about Angle at this point. That rumor about Vince not wanting Angle to "die on his watch" has some teeth in my mind. I worry about what he will do without TNA or WWE as an anchor though :/ . Maybe if GFW gets started up quickly enough... But yeah ESPECIALLY with the WWE not having as much extra cash to spare right now I really don't see a WWE run in many of the TNA guys's future.
People I could see getting a shot EVENTUALLY... I think there's a decent shot of Eddie Edwards deciding to see if WWE will take him by himself. If not he'll go back to ROH, still by himself). Jessie should get a shot there too since he has shown himself to be a good character and classy worker, but it seems like if the WWE wanted him he'd be there already. I strongly believe ECIII will probably get another shot in the WWE a year or so after TNA closes. I always thought Magnus getting a show in WWE eventually was somewhat of a sure thing. Not sure now, but I hope so. If not I think he's got enough potential work between American indys, UK indys, and Japan to keep trucking and maybe show up in GFW as well. RHINO is actually someone I could see the WWE bring in for a nostalgia run while he can still go? Though if not he will just go back to working with ROH. Taz could be brought back in in one role or another.
The rest of them? Roode and Storm (whether reunited or not) will show up in GFW I imagine. Eric Young will too. Joe and Aries will probably go back to ROH. MVP will probably be left with going back to New Japan as his only option, or retirement. Abyss will retire, maybe work with GFW backstage. Davey Richards? Seems to be out of bridges and probably won't even have Eddie anymore and might actually retire but might also resurface in New Japan or another Japaneses company or just work American Indys, same general idea with Low Ki. Bram's bridge with WWE is burned, but he does seem to want to keep wrestling. I imagine he'll just wrestle the major indies. I'd like to see the BroMans stick together as an act in the indys. Zema will show up in top indys while Robbie and Jessie will probably continue to wrestle but not anywhere very notable. Maybe WRESTLE-1 will hire the three of them on a more full time basis since they've worked there a few times now? Gunner will work non-noteable indys until he hangs em up most probably. Homicide will work indys for a few more months but then probably retire. Kenny King will probably beg for his spot in ROH back. I could actually see him getting it, but if not he'll probably work for the WWN indys for now. Lashley will probably focus on MMA unless Jarett wants him. Manik's got plenty of indy work ahead of him, PWH's doors are open for starters. Matt Hardy will probably continue to work with ROH primarily. With the Menagerie... Crazzy Steve will probably get more noteable indy bookings after TNA closes and not totally vanish. He could fit in CHIKARA or something even. Rob Terry will probably work with WRESTLE-1 since doesn't Muta like him? And Knux could either give up wrestling or I could see him giving full time Japan guy a try like other big white dudes do. And Rebel will just go back to modeling. TNA closing will almost certainly be the last wrestling sees of her. Ken Anderson is UNBELIEVABLY f***ed. There's no company but TNA that would actually work with him, not even GFW I imagine. What was he doing in between his WWE and TNA runs anyway? Whatever it was... he'll go back to doing that. Spud will go back to working primarily in the UK, though I'd love to see him be a full time CHIKARA guy or something. Samuel Shaw's options are probably pretty limited, if he wants to keep wrestling he might become a full time OVW guy or something. Shark Boy will probably officially vanish/retire for good after TNA shuts down. Sanada will just go back to WRESTLE-1 full time since he's basically their Ace. Could show up in the US Indys more often that most Japan guys do but he won't likely be a full time guy anywhere over here ever again. Tigre Uno will go back to Mexico. Perhaps Lucha Underground has space for him? Tyrus's options are pretty limited, though I'd almost be interested to see how a Japan run would go for him. I do still like that dude so I hope he shows up somewhere somehow.
Knockouts wise... Christy Hemme will leave wrestling. Brooke and Taryn deserve another shot in WWE after showing themselves to be competent wrestlers and still being hot, especially since Drew isn't still there to be a problem for Taryn. But they won't get it. And they don't fit the SHIMMER image either so they'll probably just either show up in GFW eventually or vanish from wrestling. Or perhaps WSU and SHINE would be more open to working with them? Brittany and Havok will go back to the indys, Brittany might get a shot in WWE eventually. Gail might just up and retire at this point since she's got her celeb husband and she's getting on in years anyway. Perhaps if GFW wants to focus on Knockouts she might turn up there. Madison will probably just go home and focus on her kid, but I'm sure the female-focused indys will work with her. Angelina and Velvet will probably have some sort of work in less reputable indys until they decide they're done. Angelina might work with SHINE some more as well.
I think thats everyone! Yay OCD! Anyone I didn't mention (I had the roster page open for this, so I don't think I overlooked anyone) will probably fade into obscurity entirely.

I think if anyone from TNA wanted to go to WWE, they would let them have open tryouts and if WWE thinks they have what it takes then they will sign them. The only two people I can see WWE push to get is Bully Ray and Kurt Angle, and even then Angle would be just a legends contract to get him in the hall and maybe maybe do a few things on RAW.

Kurt and Tazz get legends contracts. A few of the guys; Roode, Aries, etc. may get considered and may even wind up in developmental, but it's a hell of an uphill battle and they likely wouldn't get out of the midcard, let alone NXT. WWE may purchase the tape library and utilize it. Hardy may have a few compilations released to feel out the fan reaction before deciding if they should do something with him.

If TNA When under I could see the WWE taking some looks at at the wrestlers they may want take starb at . We know some guys will end up at NXT and some may get legends deals.
Here are some guys that could get sign or look at
Jeremy Borash-He not good as a booker but he is very good at Produce and say is a hard worker so he could get hired by the WWE
Chris Melendez-He is raw as hell but with the media hype he has got my drive the WWE to sign him and ship him down to the PC
The Great Sanada-WWE could be on the look for that next Japan star
Ethan Carter III-Has done a great job breaking out and it could give the WWE to give him a other try
Gunner-i could see him giving a try
Hardyz-part tme
Magnus-his looks could be a reason alone the WWE will sign him
Mahabali Shera-With khali gone WWE is looking for the next big star form India
Team 3D-part time
Rockstar Spud-He is funny and could be fun
Samuel Shaw-He could be checkout by the WWE
Madison Rayne-Still young so WWE may have a liking for her
Havok-be worth checking out

In terms of doing business with someone they can identify as an old WWE wrestler, and milk the nostalgia money. I can see that happening with Angle, the Hardys and the Dudleyz.
In terms of someone who is on the main roster wrestling every week, I see very few people WWE would want to take. The roster at this point consists mostly of people who tried to get into WWE and failed, either before or after TNA runs. Or others who, because of age and mileage, that ship sailed years ago. A fair few don't even need wrestling to make a living and wouldn't want to do it full-time.

As others have stated, TNA was almost literally a promotion based around people WWE had no current interest in. Why people think they would sign anyone outside a few of their notable alums to legends deals is baffling to me.

Same with Angle last I heard but you never know with him and his contract extensions. TNA will obviously be continuing (at least for now) on Destination America, but Bully & Devon aren't under contract to TNA. At all.

With all of that in mind? I'm not saying "they pick and choose"- I think: WWE's signing everyone, they're bringing them to NXT, they're running InVasion II there, and Triple H is going to kill himself to make sure he NAILS IT. I feel like if HHH wanted to do an NXT vs TNA program, he already has enough pieces of the puzzle to move forward, Styles, Daniels, Kazarian, Sabin, Shelley, Team 3D, among others have already found themselves as free agents in the past few years.
