This is the first time I've heard about the drug dealer thing.
Now my childhood in inner city part of Oklahoma City makes a LOT more sense. I saw those shoes on every block.

I have only seen this in my hometown , Queens,NY - No one has ever given me a real explanation about it. I've been told its people shoes that have been stolen , People who lost fights had their shoes taken off - & the shoes signifying where the fight took place, & the shoes belonging to a person recently deceased I'm from Queens, NY as well and have always thrown my old Converse on the power lines ever since I was in high school.

It meant that it was the place to get drugs, but other people who had no idea sheepishly (literally) followed suit. Now it only for-sure means that there's a pair of shoes on a power line.
See also: placement and color of worn bandanas, piercings and locations, usage of certain words, foot tapping, gang symbols, hand signs, sagging jeans, rolled pant legs and secret handshakes.

I've been told by somebody that would know: At least in my area, it's used to signify something related to drug selling I think there may be some truth to this. I heard that the sight of shoes hanging from power lines signifies a ghetto area (or kids trying to pass off their not-so-ghetto neighbourhood as ghetto).

So, wouldn't cops just drive around looking for shoes and stake out the neighborhood then?
Btw, I actually saw this in my small town the other day, and one of the things that stuck out is I remember seeing it in the Scarface video "On My Block" only there were several pairs in that one.
I'm also thinking I saw it in Boyz N the Hood years ago
