what teams have competed in all 3 promotions? the ones I can think of are
PG 13 Steiners Public Enemy
were there any else's?

PG13 was what I immiediately thought of. I think you might have killed this thread with the OP asI'm racking my brain trying to think of more. One that I think could count is Chris Benoit and Dean Malenko. They were tag champs in ECW and I think they had tag matches in both WCW and WWF. I don't think they tagged as just a duo in all three though. I think in the WWF they only tagged in matches involving at least one of the other Radicalz as well.

Pat Tanaka & Paul Diamond wrestled as a team in all three, if it counts (since Diamond was under a mask in certain cases).

what teams have competed in all 3 promotions? the ones I can think of are ... Public Enemy ... While it is true that The Public Enemy performed in the WWF, I don't think the word "compete" would fairly describe what they were permitted to do there. The WWF held down Public Enemy so badly that they were basically used as glorified jobbers (The only thing that elevated them above normal jobbers was the fact that they had their own theme music). During Public Enemy's debut match, Vince McMahon basically paid The Acolytes to legitimately assault Public Enemy in the ring. A total waste of money and talent, unless the whole point of bringing in Public Enemy and then jobbing them out was to give an 'F-U' to ECW fans who tuned in to see how Public Enemy was being used.

The Heavenly Bodies were in all three promotions. They had a few matches in ECW until Dr. Tom took the role of Bodydonna Zip.

I am pretty sure they outright tagged a few times. I do remember them, at least once, having Dean lock someone in a cloverleaf and Benoit doing the flying headbutt to the opponent, who was basically defenseless. Given they managed to piss everyone off coming in, I wonder how much of it was them blowing their own spot up. Vince did quite a lot to help out ECW at times, I don't think he'd shit on Public Enemy just for the fun of it. I think they basically made a Buff Bagwell first impression.

The Heavenly Bodies were in all three promotions. They had a few matches in ECW until Dr. Tom took the role of Bodydonna Zip. Not quite. There were different Heavenly Bodies in different groups. Gigolo Jimmy wasn't a Heavenly Body in WCW, Stan Lane wasn't a Heavenly Body in ECW or WWE.

Forgot Lane was an original Heavenly Body; although in my defense, I counted that because they had Pritchard. Oops! Good catch.
As for PE, they had a tryout match against the Smokin' Gunns before SurSer '95. So, technically, on two separate occasions, they managed the Trifecta (all 3 promotions) in a three-month span

Fidel Sierra and Ricky Santana come close. They teamed together in WCW and ECW and both worked WWE, but never teamed together in WWE as far as I can tell.
Road Warriors come close as well. WWE and WCW but only Hawk worked ECW.
