As much as there were some unworthy/unsuccessful World Heavyweight Championship runs towards the end of its tenure (Khali, Swagger) you cannot just decide it was never a world championship when it was booked as such for the majority of its existance. It was not booked as a midcard title at all until maybe the last three or four years. Just look at wrestlemania during its run:
Wrestlemania 19 - Triple H v Booker T (billed as one of the main events though not on last) Wrestlemania 20 - Triple H v HBK v Benoit (main event) Wrestlemania 21 - Triple H v Batista (main event) Wrestlemania 22 - Rey Mysterio v Angle v Orton (not on last but Royal Rumble winner chose to fight for this belt) Wrestlemania 23 - Undertaker v Batista (should have closed the show but didnt, again Rumble winner chose to go for this belt) Wrestlemania 24 - Undertaker v Edge (main event) Wrestlemania 25 - Cena v Edge v Big Show (had Cena in it so can never be considered midcard by WWE) Wrestlemania 26 - Jericho v Edge (not last but featured Rumble winner) Wrestlemania 27 - Edge v ADR (featured Rumble winner but opened show) Wrestlemania 28 - Daniel Bryan v Sheamus (featured Rumble winner but again opened show and was only 18seconds long) Wrestlemania 29 - ADR v Jack Swagger (decline of the belt easy to see and by this point redundant)
All of this illustrates that the belt was far from mid card during the majority of its run, and therefore cannot just be downgraded retrospectively. I think the WCW International Title should also count as World Title anyway - and I believe if it did Flair would have 18 reigns.

The real question is should they retcon the IC title to be an intercontinental title?

That belt has headlined shows, over the WWE title, including at Manias. Making it a non-world title now would be absolutely ridiculous. To compare with the WCW International World Championship, which is what is being done here... Sting vs. Vader for that title headlined a PPV over a Ric Flair WCW Championship title defense. These days though, the importance of the World Heavyweight Championship in WWE's eyes is too high for them to whitewash guys like Mark Henry and Dolph Ziggler and Jack Swagger as being former World Champions.
