He was highly successful in both decades, but which decade was he more successful in? He rose to the top in the second half of the 00's, but he has had a victory over the Rock, and Lesnar this decade, plus he reached 15 world title reigns

I don't know about success or what we're basing that on but for me, he's been far and away better in the 10's

success being a relative term, of course.
but as stale as he is, he's still better than he was during the 2000s. better worker, better promos and he isn't doing the stupid white boy rapper shit or pretending to be a marine anymore.

He was more popular in the 00s in some ways, but he's a better wrestler now. Most of the complaints in relation to him, rather than the "he can't wrestle" of old are about repetitive booking or character stagnation, things that weren't as much an issue when things were newer.

Cena is far and away a better performer right now. He became a good wrestler during 2007 and 2008. Since then, he's consistently had some of the best matches on any given card, especially if he works with fresh or atypical talent (instead of, you know, vs Orton for the thousandth time). I think if he left for a year and came back, and didn't return as the focus of the company, he'd be pretty well received.
He'd benefit immensely from a new wave of talent.

Cena is begging for part time status. 30 TV appearances per year, occasional spotted match, 7/8 PPV feuds etc. I dont think it'll be good to see him fall down the card and he deserves to be a special attraction guy.
