How about this.... there's an infinite amount of Pac Men and an infinite amount of mazes.
Each ghost is the dead hero from another video game, every life lost, another ghost forms. They are forced to eternally fight the Pac Man, who is essentially, the final grim reaper. If a ghost manages to kill Pac Man... he is released back into the game world from which he came in the form of an extra life, or 1-Up. If he is killed by Pac Man, he is erased from existence and another dead hero inhabits the ghost form in their base.
The game starts from the hero's death and he is tossed into a 3-D maze world... where he is equally the hunter and the hunted. The other ghosts attempt to block your path as they all wish to return to their home game as well... your goal is to either, successfully attack and kill Pac-Man, releasing your spirit back to the game world... or to just survive the map.

the ghost are forest spirits guardians. Pac Man is a greedy industrialist that wants to destroy the forest. the ghost are meant to watch over the young fruit trees/ yellow pellets. that's why fruit mysteriously appears during the game. the power pellets are shaman characters that Pac Man kills, making the ghost weaker for a period of time and easy to kill. the ghost don't hate Pac Man, but they need to stop him from destroying their home and shaman. see, Pac Man is the bad guy here!
