Older country:
- Hank Williams Sr. is essential. He's probably the greatest songwriter to ever live. - George Jones is also essential. The greatest singer of all-time, in my opinion. He could sing the alphabet and have you crying. - Waylon Jennings - Johnny Cash - Willie Nelson - Merle Haggard
New:
- Sturgill Simpson. He's extremely good. Metamodern Sounds in Country music was my favorite album of the year. - Jason Eady - Turnpike Troubadours - Hank 3

The entirety of my knowledge of country music is limited to this diddy.
(language warning)
I feel my education in all things country/western is complete with that one entry.

Would Toby Keith be considered Older Country or Newer?

Look into Casualties of Cool. It's Devin Townsend's country/prog music project.
Yes, "the mad scientist of heavy metal" Devin Townsend did a country album.

Current country?
Go with Zac Brown Band and don't tread anywhere else.
Old stuff?
Johnny Cash, Waylon Jennings, Merle Haggard, Kris Kristofferson, George Jones, etc

The 90s was a boom period for country. If you want country when country WAS ultra-cool, Garth Brooks is the main man, Shania Twain is the main woman. The only potential drawback is that they are about 30% pop which helped them make big money and a big fanbase but may have annoyed country purists. Honorable mentions go to Alan Jackson and Faith Hill. There are many others, and Billy Ray Cyrus (Miley's dad) had what may be the biggest one-hit wonder in country music history, Achy Breaky Heart. That thing was HUGE in 92/93. Would Toby Keith be considered Older Country or Newer? Toby basically caught the tail end of the 90s boom, I'd categorize him as "newer" for the most part.

Lots of good stuff mentioned already. I would add Johnny Paycheck, best known for "Take This Job and Shove It". His early stuff is especially awesome, I recommend this CD set: Nowhere To Run: The Little Darlin' Years 1966-1970 . If you've played GTA V you might have heard "It Won't Be Long ('Til I'll Be Hating You)", which is on here. Another good one here is "(Pardon Me) I've Got Someone To Kill": For his later, more popular stuff (including "Take This Job And Shove It" and "She's All I Hot") try this one: The Soul & The Edge: The Best of Johnny Paycheck.

Jamey Johnson is another great 'new-ish' singer/songwriter. He's the real deal. 'That Lonesome Song' and 'The Guitar Song' are both amazing albums.

George Jones Johnny Cash Bob Wills Patsy Cline Ernest Tubb Marty Robbins Eddy Arnold Gene Autry
As far as new goes, I'm less of a fan. The Avett Brothers, Zac Brown Band, the Civil Wars (broken up now), and even The Band Perry get regular rotation from me though.

I will forever be a fan of Kenny Rogers. Coward Of The County is one of my all time favorite songs of any genre. Conway Twitty is also worth a listen.
I can't really help you with any new country.

I should mention also, the Old 97's are great too... but they have like a ton of influences, country only being one of them. But check them out too.
