Reigns has no claim. He was guaranteed a shot at the title at Mania, not necessarily a 1 on 1 match. Not only did he lose but Brock was throwing him around like a ragdoll the whole match.
It's gotta be Brock. He was the champion going in and he never got beat.

Randy Orton is the number 1 contender now Lesnar is out of the picture. I have a feeling Reigns will get the shot though.

Lesnar, Reigns, Orton, and Bryan all have a legitimate claim to challenge for the title. Why not have an Elimination Chamber at Extreme Rules? Throw Ambrose in there so Lesnar can be taken out with the only move with enough Kayfabe power to stop him- the Triple Powerbomb from the Shield.

Orton and Reigns have equal claim to be the top contender right now:
Orton, of course, has a victory over Rollins, so he has his claim for it right there.
When Reigns had his match, he was number one contender to the title, as champ. Therefore, when Rollins cashed in, he jumped past his original spot as contender, wherever it was, as Lesnar became number 1 contender (former champ), and by definition, Reigns would be number 2 contender. When Lesnar got suspended, that means he forfeited his place in the contention, making Reigns number 1 contender again.

I like that there's several possibilities and Big Show isn't one of them. To boost the stature and relevance of the ATG Memorial Battle Royal, the winner should be granted a title shot. Seriously, though, that would probably have been an option had anyone other than Big Show (or Kane) won.

I think, in order, it goes Brock then Orton then Bryan then Reigns. But given the WWE's history on how Wrestlemania went down, Orton will feud with him through Summerslam with the help of a heel Jim "The Anvil" Neidhart.

I love playing the part of championship committee. Here's how I would rank the top 10 contenders for the WWE World Heavyweight Championship:
1. Brock Lesnar - most recently held the title and he was never pinned or submitted to lose it. 2. Randy Orton - most recent guy to beat the current champ Seth Rollins. Last year he lost the title without getting pinned or submitted in a triple threat match. He hasn't had a 1 on 1 title match since. 3. Daniel Bryan - had to vacate the title last year due to injury, hasn't had a title match since. Current IC Champion. 4. Roman Reigns - Was the #1 contender until losing his title match under screwy circumstances at Wrestlemania. 5. John Cena - held the title previous to Brock Lesnar. Current US Champion. 6. Rusev - Lost only one match in the WWE so far. He's beaten John Cena. 7. The Rock - Hasn't competed since losing the title in 2013. 8. Batista - Winner of the 2014 Royal Rumble, never did receive a 1 on 1 title match. 9. Big Show - Winner of the 2015 Andre the Giant Battle Royal 10. Kevin Owens - Current NXT champion. Undefeated.

Rob Van Dam beat Rollins by countout on Main Event in August in their last matchup. Rollins said "You haven't seen the last of me!" so this makes RVD the #1 contender by law.
