To me feud where it seemed the most was at stake ever was the original NWO invasion of WCW. It was like for years good fought evil, good fought good, and sometimes evil even fought evil. However, at the end of the day it was all to put on a good show for WCW and it's fans. Then a bunch of WWF legends decided they were too big for the WWF and wanted a place of their own to rule. They were no longer seeking to put on a good show for WCW, but to conquer it and change it on a fundamental level. This was all the more pronounced since some of the stuff going on behind the scenes wasn't that far from what the storyline was about.
Austin/McMahon was similar to the NWO invasion in someways, but it never felt like the stakes were quite as high. At least not to me.
As for feud with the least at stake, really there are too many to count. Edge/Booker feuding over a fake shampoo commercial was really stupid, but at least both guys were pretty popular at the time. Also, Shawn Michaels losing all his money and having to work for JBL. Not sure if it really fits the mold here, but I'll say that the whole storyline was really stupid and illogical.
I'll actually stick up for one feud that would probably get mentioned. The Kane/Jericho coffee feud. Kane clarified this in one promo with the, "You think this is about coffee?" line. It was kind of a bad way to jumpstart the feud and it makes sense it gets made fun of a lot, but there was more to the feud than that.

As for most at stake, although ridiculous, I would go with the Ladder Match for the custody of Dominick Mysterio... Edit: Oh, both my choices were ladder matches

The one just passed, Barrett vs R-Truth, for the title of King of the Ring. There was nothing at stake other than who gets to be the one on the next PPV preshow and a cheap crown and scepter.

Most At Stake: John Cena VS CM Punk for MITB 2011. It was the first match in a long while that truly felt important.
Least At Stake: Booker T and Edge over a shampoo commercial. Remember when they just had matches at PPVs to fill up the card and all of them didn't have to have a storyline reason behind them? WWE didn't and gave us the worst excuse for a WrestleMania match ever.
