Seems like a very minor network in more houses than DA is, with no real established identity and no ratings high enough for it to be tracked. Looking at their programming seems like it's largely 80s and 90s dramas, movies no one remembers, and tons of infomercials.

Just checked the programming of their new network. It's just celebrity news and soap operas, they also used to air designing women, maybe when they saw Dixie Carter they thought it was the actress.
In all seriousness, I don't think this is going to work, while the new network has a bigger reach than destination America, I don't think impact fits on that channel, like I don't expect crossover audience.

It's the TV Guide channel, rebranded as a one stop shop for infomercial type programming. You can buy timeslots on it for any program that complies with broadcast law, then try to sell your own ads or products. Paragon use it at the moment for the same reason. In the UK, a different, unrelated Pop! exists - which is a children's channel, so that should be amusing for their branding.
It's sort of how Smackdown worked on UPN, and Red Green on Global - pay a fee for the timeslots, then sell ads and keep all the cash. It relies on there being enough people wanting to advertise in your programming of course...
