Swagger should have beaten Rusev at Summerslam 2014 or, they actually follow through with Zeb being injured for months (he returned 3 weeks later), while Swagger loses without him. They build up to Zeb finally returning to will Swagger on as he challenges Rusev one more time for the US title at WM, defeating him for a huge career-making moment.

He was pushed too hard, too soon. He was given the WHC when he wasn't ready for it, and that was a big issue for WWE at the time. Giving guys monster pushes when they're not ready. Then they give him another monster push, and he gets busted for weed. They were too far into it to halt his push at the time, so they quietly slide him back down afterward.

They're afraid to push Swagger again as long as he has his Best of Bob Marley cd. Thing is: That was almost 3 years ago. I'm not excusing him, or what he did. But that's (to my knowlege) the only transgression he had. I get not giving him the world title, but he deerves better, especially when so many other guys have done worse and gotten second chances.

Jack f***ed up at the worst possible moment. At the dawn of his biggest career triumph, he got busted for drug possession. If he wasn't involved in a marquee match, he would had been fired. After that, WWE no longer trusted him in a main event role. Same to how RVD got treated after his drug bust. From WWE World champion to midcarder. Popularity be damned.

WWE has a habit of doing that. Pushing guys hard before they are ready, then refuse to push them when they improve and/or actually get over.

They might be holding out to see where Kurt goes after his break to decide if to push Swagger again.

They had the opportunity for a while and passed on it because Kurt wants to wrestle which WWE was not going to sign off on.
