I mean, it's a broken record, but let's look at it: - She constantly insults the babyfaces, and they basically have to stand there and take it, which violates one of my golden rules of pro wrestling, which is always "Don't make your opponents look worthless" because then why should we care if they beat you.
- She regularly attacks bystanders who don't really do anything besides their job.
- Has never really gotten her comeuppance, which while it's partly due to the WWE's "no violence against women" policy, essentially limited the only instances were her drinking spiked coffee and being thrown into a mud pit.
- Seems like she focuses on building herself up only.
It's so frustrating that we're approaching the 2 and a half year mark of the Authority, and this is the character she still presents on air; a burier that is bulletproof.

Yeah, cant stand her myself, heel or face. If I happen upon WWE on TV and she is on, it's an instand channel changer for me. Bonus points if Big Show is also in the segment. Knowing of the way she likes things run too, I don't have much hope for the future when Vince retires. Even if HHH does turn out to be brilliant, Steph will always be there with her sit-com writes and dumb gimmick ideas.

She's a great heel in that people hate her and would pay to see her get her comeuppance. She's also gorgeous, fantastically emotive and pulls off the evil corporate bitch character flawlessly (a little too flawlessly...).
The problem lies in the fact that she's most likely never going to receive any satisfying retaliation.
I will disagree on "Seems like she focuses on building herself up only" though... Say what you will about the Authority but they've been getting Reigns over as of late.

Steph stopped the incest angle from happening.
She will forever be in my good graces.

So, she's hated. So, does that make her a good heel?

Don't forget the bipolar nonsense that was her open support of the Divas Revolution.
I was going to say no, but I can't really justify that response at all. I certainly can't think of another character who went so long without catching any satisfying comeuppance. I don't believe that her character serves to enhance or benefit any storylines she is in at this point. I also don't want to see anybody in an angle with her right now, even a woman that could actually get a pop for knocking her on her ass. I've always thought she was a good performer, but the way they've been using her is dire and the Authority has obviously long overstayed its welcome.

I don't know what it is, but it just seems like she can't even take one moment to give her adversary the benefit of the doubt, which is important in building credibility.

I don't know if her and Triple H are heels or faces.
One week they come out yelling at Roman Reigns and slapping around random backstage personnel.
The next they're introducing the stars of tomorrow and hyping up NXT.

Ever since all this "Authority" stuff started, the only person in the company who got away with not having to take her crap was Dusty Rhodes, and supposedly she was furious backstage because he shut her down.

Thats not even to mention she's more annoying than entertaining on the mic. She isn't very talented from a creative aspect (obviously as the last few years have shown) nor from an on-air talent perspective. Basically she shouldn't be in the position she is in. She doesn't how to play the authority figure either correctly.
Her only real talent is being the boss' daughter. She shouldn't be in the position she is in. Hell, I don't belong as an engineer. I can't even operate a simple CAD program. So I keep the hell away from from all that. I know what Im good and not good at. Stephanie isn't good at anything relating to a wrestling show. She needs to keep more on the business side of things.. Stay the hell away from the product

I think she's trying to do her best Vince Mcmahon impression without truly understanding what made his character successful.

Bryan laughed in her face after being slapped. He also knocked her down when she tried to interfere in the main event of Mania (well I think he knocked HHH over into her.)

I will say this. In this day and age, it's hard to get true heat in the wrestling business. I think that Stephanie and HHH do a wonderful job of that.

Dixie Carter was worse, as was Vince Russo, as far as comparable characters go. Also, Linda was a heel once, and Linda is potentially the worst actress I have ever seen in a wrestling ring.

The next they're introducing the stars of tomorrow and hyping up NXT. When Vince was going into the attitude era he said the era of good guys and bad guys was over. Unfortunately, 20 years later they took the lesson too literally and them, big show, kane, mark henry, and the divas all switch when needed. I'm not sure if it's for marketing their charity or them thinking the smart fans know better, but it's terrible.
