I never have. It's always men. And it is true really so it's not like it's insulting.
I'm not sure if it has anything to do with the other theory about women maturing faster than men, but either way it kinda sounds like they lost that little bit of magic or something
I don't think that's true either really, but it's something I've noticed.

I was just watching QI in which Stephen Fry said something very relevant. Little girls grow up to be women, little boys grow up to be big little boys.

I've heard women refer to themselves as such, as if it were a phrase with positive connotations...

I've heard a few women refer to themselves as such. I've never heard it meant to be an insult, I don't think.

Well given that a lot of women on average are seen in terms of romance and often valued for their attraction, then not using that term might just be due to not wanting to sound creepy.
"What made you fall for her?"
"I guess there's just something about being with a woman who's really a kid at heart."
"...What?"
"No I mean, its wonderful when both of us are laying in bed and I can look at her and know that in a way, I'm really next to a big kid."
"...Uhhh, this is going to some bad places."
"Look what I mean is, the kid in me is touched by the kid in her."
"...I'm gonna go now."

My 40-year-old sister has referred to herself as such.

Yes.
Quite a few actually.
Usually as a way of kind of "excusing" their love for batman/superman/lotr/harrypotter type obsessions.
I also think its reflective of how it used to be that women were basically encouraged into the role of MOM more heavily than they are now. Used to be you were either a mom or a sad, lonely crazy lady. Now women are allowed more freedom and are encumbered less (not completely free by any means) than they used to be. So I think that's where the idea that girls become "women" came from, insomuch as they're bascially forced into a smaller box of what is acceptable for an adult of their gender, where men had more options earlier on of what they could "be" in terms of liking certain things.
Now, women are basically allowed to lke more of the stuff they like and aren't necessarily boxed in by the formerly much narrower idea of what constitutes a woman.

Yeah, I've heard women who are big into Disney and stuff like that refer to themselves this way.

Given this board's sexual...erm...liberality, I'm surprised that something hasn't been brought up about Daddy/little relationships...
I'm leaving before it DOES come up.

I've heard it, yeah. I have a few friends who would genuinely be like "Ah, cool!" if I bought them a coloring book and some crayons. Nothing wrong with indulging simple interests from time to time.
