Some characters were made by their delivery and mannerisms...to that end I nominate Joanna Lumley as Patsy Stone.
Can I say everyone in the newsroom on The Mary Tyler Moore Show? And Rhoda too...Mary was the star, but everyone loved Rhoda and we knew we were like her. Counts mostly for her on TMTMS, a little less so on her spinoff.
Cloris Leachman as Maw Maw on Raising Hope...mostly the first season and yes, I know I am laughing at someone with Alzheimer's. Second season up, she was pretty much any Leachman/Betty White character from the 2000s.

Cliff Huxtable-hell he was played by a comedian You can just put a giant X over that character, though. Jack Donaghy is the master of one liners, but Kenny Powers (as mentioned) is the master of misery comedy when it comes to TV shows.
