I don't think Cena not winning the US Title is an indicator that he's winning the Rumble. Cena will be treated as "important" no matter what he's doing so there's really no need to give him the US Title OR the Rumble win.

Not a chance. That is Lesnar's. Cena is mid card from now on at Mania (barring a retirement match), he'll get Taker or Strowman I'd wager.

I don't think I'd be super interested in whoever wins the Rumble, regardless. Nothing against Roman, I am interested in whatever his title match will be, but no one seems like a clear option. In theory, that makes it more unpredictable, but it also means a lack of momentum.

You might want to look up what "heatless" means because I seriously doubt that's gonna be the case if Cena's involved. Dude got the dead Brooklyn crowd to wake up tonight.

The rumor if true that Wrestlemania will feature Cena v Undertaker will probably mean Cena won't win the Rumble (unless Taker wins the title before mania).
He will probably be the last man eliminated.

I think it's more likely Cena vs. Del Rio is going to be a Rumble match. Seems like they're trying to elevate the US Title a bit.

That's now how any of this works!!!!!!! Seriously, that's pretty nonsensical. I can list off countless examples where the conclusion was obvious to anyone that was paying attention but the live crowd still went crazy for it. FFS, how obvious was it that Austin was gonna win the 98' Rumble? Or how about Benoit in 2004? Or HHH in 2002? Screw it, let's not even use the Rumble. How about Hogan's many title wins? You mean to tell me nobody predicted the results of virtually any Undertaker WM match between 2006-2013? How about Sami Zayn? Nobody knew he was gonna win the NXT title when he had been chasing it forever and flat out said he was done with wrestling/NXT if he lost? If it's something people want to see, it doesn't matter if it's predictable. In fact, a lot of the time, it's predictable because it makes sense. Also, "popping the crowd is a different kind of heat." ...What? Heat is heat. There are different kinds of heat but it's still heat. You gonna have to explain that one to me.

No, they're clearly having him fight Del Rio again at the Rumble for it. He's not winning the Rumble either. Its more than likely Hunter or a surprise winner.

Also, I got no problem with Cena winning the Rumble. Him vs. Roman would actually be a great match to do for Mania and Cena winning the Rumble sets that up.
The Rumble isn't about making new stars. It's all about setting up whatever they want the big Mania match to be. If it makes sense, do it. I feel like it does here.

Normally I'd get worked up over the idea of Cena winning another Rumble, and main eventing another Mania, but at this point, it pretty much needs to be either him or Lesnar. Everyone else is either not over (certainly not to the level that a Rumble winner should be), or is Triple H. Even people like Ambrose or Owens, who should be on the short list of guys able to get a Rumble win, have been so thoroughly killed that they are now just midcarders.

Samoa Joe has nothing more to prove in NXT and this is the perfect time to shine and then go on to win the Andre the Giant battle royal.
