Simple question. His revenge for Brock Lesnar breaking his neck. Even if it was for 4 days until Smackdown on Thursday, did you want to see Hardcore Holly as WWE Champion in your lifetime?

I'm a big Bob Holly fan...but no.
Although at that time, there were way less "WTF?" names in the WWE/World Title history. Champion Bob Holly was way more incredulous of an idea in early 2004 than in 2016. Heck, as much as I ended up enjoying his run, JBL just a few months later was the start of the "Championship makes the Man instead of the Man making the Championship era". Quite a few "swings and misses" since then...

I mean, even if you're a Holly fan who fantasy booked a thank-you run for him in 2008-2009 or so when his grizzled veteran style and character was more fleshed out, what grounds would a 2004 back-from-injury-still-a-prick title reign OVER BROCK LESNAR accomplish or somehow remotely scratch any facet of a broadcast even remotely resembling entertainment?
Is your favorite Radiohead album Pablo Honey too? Wanna defend The Phantom Menace while you're at it? Gonna rave about late-era Dexter as well?

No, but stranger things have happened. One half of the jobber tag team APA won the belt approximately 5 months later.

I wonder if they wanted to give the title to a backstage loyalist/bully/old hand as a thank you or a message to rookies "this could be you one day if you go with the flow" and this mini push was a test for Holly but it was poorly received so they went with Bradshaw instead.

I remember when Smackdown featured a World title match of JBL vs. Hardcore Holly later that year, and was embarrassed that Smackdown's thin roster had come to that.
