No, but stranger things have happened. One half of the jobber tag team APA won the belt approximately 5 months later. I think even Justin Hawk Bradshaw was still treated with more credibility than Holly was for most of his run. Going into 2004, if you asked people who was more likely to win the WWE title between Hardcore Holly and Bradshaw, no one would have seriously said Bradshaw.

I remember when Smackdown featured a World title match of JBL vs. Hardcore Holly later that year, and was embarrassed that Smackdown's thin roster had come to that. I'd stopped paying any attention at all to wrestling for a couple of years around that time, the reign of terror was the catalyst in me losing interest, but I still remember channel hopping one morning and coming across Smackdown with that match on. I couldn't believe that the WWE title was being contested by Bradshaw from the APA and Hardcore Holly. I thought things must have been at an all time low.

But... he did win the title in 2004. Remember? Wrestlemania? Triple-Threat Match? Confetti?You know what? No. I'm not doing that stupid joke. But I will! Dancin' Stevie = greatest WHC of all time! BWO! BWO! In all seriousness, a world title program with Kurt would have made sense in 2000, based off of the fact that Holly was still a good character at the time and kind of over, plus they have the arm breaking thing to go by, as well as mentioning he finished the damn match with the injury! That's when they wasted an opportunity. In 2004 and up? Holly just kept getting chances cause he was that time's version of a Local Man.

God no. Bob Holly is one of the bigger beneficiaries of the longevity pop, being the wrestling version of Branson, Missouri. People reacted because he's familiar, which he should be at that point given how he'd been wrestling for the WWF/E longer than many in the audience have been fans, but that pop doesn't in any way translate to 'we want to pay to see this guy', much like JBL, Scotty 2 Hotty and others.

He never reached the mid card on a stable basis. I don't even think he made Wrestlemania that year. And back then there was nothing wrong with that. Hardcore Holly might've been low card but he was never a straight up jobber. I'd say he was booked as a more credible threat than the lower card of the last six years.
