And if so, who should induct him?
I think it's probably too late to induct him his year as they already have their headline inductee. Next year maybe, even though I'm not big on being inducted into the Hall the year after your career ends. He's obviously going in some time and probably sooner rather than later.
As for the Inductor, I think it has to be Regal. HBK possibly due to their history or maybe Kane.

Selfishly I hope so. Would love to see them surprise him with it tonight. If not this year than next, WWE doesn't wait on this stuff. I'd love to see Regal be the inductor and I think Bryan would too.

It'd be twice in two months he'd be giving a big emotional closure speech and it'd be wasting a headliner a year when they already have one, so I'd save him for Mania 33.

Curtis Axel cut the right now Genesis here now happening now right now, promo and also inducted his father in a moving way

With all due respect to Daniel Bryan, his amazing career, and countless accomplishments, he was not as big a star as Sting. I would hate to see Bryan be the #2 guy at the HoF which will ultimately happen if he gets inducted this year. Next year will be perfect as I can see him headlining.

They sent Michaels and Edge directly into the Hall the year after they retired and it would suck if Bryan becomes the exception. But I really don't want them pushing Undertaker back too much. I mean if Michaels hadn't retired in 2010, I'd say there was a good possibility the 2011 class would have been headlined by Randy Savage. I get nervous about wrestlers in their 50s now. If someone like Orton had retired two years after Edge, Warrior may not have been alive during his induction. So for Bryan, I wouldn't be opposed to him waiting a few years. Though sadly I say this without knowing what the latest tests revealed and that scares me too.

I think it can be held off this year at least. You don't have to go in the year you retire, despite how deserving it may be. Shawn Michaels didn't for example.
