I feel like, depending on how the drug tests are done, there could be ways around using banned substances and still managing to pass the test. As depending on the substance used, it can leave the body fairly quickly, which if a wrestler knew the approximate time that they're getting tested and there is a decent amount of time between tests, it wouldn't be too difficult to get around the wellness policy. This would also explain why you still see the occasional violation, as there's always the chance of a wrestler screwing up the timings and still having something in their system when tests come around.
