If I had to hire five- I'd try to fill some depth more than get real "Money Picks". With this in mind:
1- Jeff Jarrett. Dead serious. He's the biggest name available who could be considered a "free agent", WWE has been able to pick at will from the GFW "roster" anyway to make him somewhat viable- but on the WWE level he'd be a midcard or lower guy, so he'd fit as well as low-card depth and behind-the-scenes savvy as a trainer or booker.
2- Ricochet. A good place to steal any big deals from Lucha Underground as I can get, but wouldn't "really" hurt LU that much. With the same token...
3- Sexy Star. As close to a "BIG female signing" as WWE could get- and would probably be more valuable to WWE and NXT's women's picture while actually HELPING Lucha Underground by subtracting her in the process.
4- Jay Lethal. Take the biggest fish in the pond from ROH and get another big name, who even had recognition to TNA as well.
5- The Addiction. As a unit, they have huge value. Even separate, Christopher Daniels would be more valuable as a face of NXT than the unit.

Jeff Hardy, Kenny Omega, Jay Lethal, Dalton Castle, and Lashley. None of them would really NEED to goto NXT, so could have main roster impact pretty quick. Lashley has improved tonnes, Hardy is no longer a liability and can be trusted with a push, Castle and Omega wouldn't really need much more then a gimmick tweek, and goddammit Lethal is one of the best around so why they hell not?

I'd try to bury the hatchet with CM Punk first. I know a lot of people hate his attitude, but that means nothing when talking about guys who would generate buzz and revenue. He'd be at the top of my list.
Jeff Hardy would be next. That guy has the ability to become the most over person on any roster just by showing up. He's sober now, so he'd be low risk with big reward.
Young Bucks next. WWE's Bullet Club lite works okay as a 3 man group, but I've always loved stables and those two would make this version feel way more authentic. Plus they're fun to watch get beat up.
Jay Lethal would be next. Not a lot to say other than he's super talented, very charismatic, and relatively young still. He has a lot of upside.
Lastly, Kurt Angle. He has no business wrestling anymore, but he's a great personality and would work very well in an on-screen authority role.
