He's also have suffocated in a literal sense after ODing after even just a few months of that environment. Dude was seriously messed up on pills as it is, I think he'd have had even more opportunities to score there and less pressure to get his shit together.
Then again, he quit drugs since it was the only way he'd have a chance with his wife, and she was a Nitro girl, so he might've met her earlier and got his life on track earlier. Hard to say.
I do think Vince had a point in that he would have been given less spotlight, certainly.

He would've (likely) been dead within months. The demons would've been able to explode even moreso. Thankfully, he got his shit together and got healthy and we were all able to enjoy what he did in that ring again in the 2000s

It would be all smiles and in ring hugs with Hall and Nash until Shawn gets ideas about having a world title run, then he'd be buried deeper than Vader ever was by either party. There is no way he could win that battle as Hogan had control in his contract, something they would never give Shawn given his history.

Shawn at his douchiest in WCW without Vince to protect him? He would have gotten the shit kicked out of him quickly by Meng, Barbarian, Regal, or Finlay. And despite Shawn being a better wrestler than Hogan, the locker room with the exception of Hall, Nash, and Waltman, would have sided with Hogan.

Honestly, I don't see Meng, Barbarian, Regal, or Finlay laying a finger on him, it's more likely to be someone he was a dick to in the WWF like Wrath, Bam Bam and PCO, or someone like Jericho or Benoit who don't particularly like being bullied and figure they can hop to the WWF as Bret or his manager would go to bat for them.

Shawn in WCW wouldn't have Triple H watching his back, and there's not only no guarantee he'd have a friend who's willing to take care of him and keep him out of too much trouble and bail him out the way Triple H is said to have done for The Kliq, but it seems very unlikely given both how much of a prick he was at the time and just how f***ed up the WCW locker room reportedly was. Which would probably make things even worse for Shawn.

His friendship with Nash and Hall notwithstanding I'm convinced that Hogan alone would've seen to it that the moment he stepped out of line he would've been buried harder than Bret Hart often says he was when he joined WCW. Indeed as long as Hogan remained I don't see Michaels getting a world title reign.
If Hogan, with the control he had, didn't see Hart as an equal he sure as hell wouldn't have seen Shawn as one period (something that was hinted at when they finally worked together in 2005).

I'd be more curious to see what would've happened in the WWF should Shawn jave gone instead of HBK after SS 97. I think Bret would've still been fazed out, maybe taking HBK's place at WM14?

I think that would've been the most logical direction with Austin finally beating Bret for the WWF title at WM14, which I believe Bret would've been more than happy to do if things had turned out differently.

Totally agree that WCW wouldn't know what to do with Shawn. They barely knew what to do with Bret beyond "....uh, nWo ?"
Though, there's a part of me that would have loved for HBK to debut under a Supercalo mask to challenge for the US Title. Either that or help El Dandy defeat Bret kicking off a 3 way feud that would be the stuff of legends.
