2008 Jericho was incredibly unlikable too.
I think JBL took so long to establish himself as a top-heel that the hardcores that would usually appreciate bad-guy work didn't quite come around to him until later on, so, in retrospect, JBL seems like the last all-round heel.

AJ Styles and The Miz are the two best heels and the best thing about SDL by far. But I think The Brian Kendrick is an amazing heel as well as The Revival.

JBL had the extra factor of being awful in the ring plus having a persona of a bully so even smarks couldn't enjoy him! That's sort of the problem to get a legit heel now a days because most guys can wrestle and don't do a Nazi Salute in Germany like jibble did.

They had Bully Ray on their roster for like a year and used him in a nostalgia tag team with d'von instead of utilizing him as a real heel.

To be frank, this is the best answer, because it was so weirdly natural. She was the heel the way heels used to be, who could get beaten or lose or look bad day in and day out but you would be begging for it to happen again because they never stopped going. JBL found himself as a great heel, Miz can get heat, but Vickie, think about it. Widow of a beloved wrestler shows up not too long after his passing, and in no time flat is getting the kind of sustained heel heat that the rest of the roster would quite literally pay for. Yet, at the same time, every fan interaction I've ever read shows something. A woman who walked into an industry, was absolutely loved outside of the arenas for being so cool with fans, but those same fans gushing over how awesome she was in person would just go out of their way night after night after night the very minute the first syllable in "Excuse Me" was uttered. By all rights, there's just no way she should have been able to get that kind of heat for that long. Yet, somehow, she did.
