She won't, at least not by the end of the decade.
This whole Charlotte/Banks thing was 50/50 booking taken to it's complete extremes, by them being so damn equal that they've traded the belt back and forth so many times. That, combined with a singles PPV win streak that now is apparently going to be a big rub to give down the line, is why this happened the way it did.
Once Charlotte loses the belt to someone that ISN'T Banks, probably Bayley at WrestleMania, she's not winning it back for a while.

as long as charlotte doesn't have to defend the title on RAW she'll have trouble getting there because the queen doesn't lose at PPVs (until bayley at mania most likely) so that's gonna slow her pace a bit. then she'll probably have to wait until sasha takes the belt off bayley so the greatest feud in the history of wrestling can reignite to make up for lost time. that should get her to around 10 or so.
but then asuka will probably be called up by then and the entire division will be killed one by one until charlotte gets traded to smackdown to save her life, so she and becky (after of course coming over as becky's friend then betraying her- cause becky) can trade title wins to get her over the top.
so i'll say about 3 years.

Charlotte has been on the main roster for 526 days She has had 5 title reigns. Accounting this, she has had a title reign every 105 days. At this rate, she will achieve the record after 1683 days on the roster. Therefore, she will break the record on the 19th February 2020, roughly 3 and 1/2 years time.

In a srs answer I think it will be tough for her to reach 10 title reigns let alone 16. Women's shelf life in terms of wrestling is short and there is typically a ceiling on what they can do on the roster before they got bored and burnout. Like it would not shock me to see her not wrestling in the WWE in 5 years given the attrition rate of women for variety of factors (desire to start a family, injuries, boredom etc).
I think if you count the Smackdown Women's title as well she might get to 10 total but I would be shocked if she has the longevity to hold the belt 16 times.

That still brings up the question of why they still promote her as being a pioneer of the division though. It isn't a well known thing amongst fans or mainsteam media outlets. All it needs one big exposee article about it from something like Vice or ESPN or Buzzfeed or something and her legacy will be sweeped under the rug immediately.

I doubt she will ever lose enough to be a 16 time champ. BOW DOWN TO THE QUEEN She pretty much loses every time she's defending on free tv. Then she wins it back on the PPV.
