How cool would that have been? Think perhaps 1995, Bockwinkel says the hatred between Savage and Flair is so intense, a normal referee can't control, he announces that Ricky Steamboat will guest referee their match either Great American Bash or Bash at the Beach, and no Steamboat would not turn heel, even if Great American Bash in which Falir goes over, Steamboat can still be a honest referee that just missed a call.

Steamboat's injury situation was strange around that point as he never seemed to resurface until WWE and the agent position. He had a lot left to give but perhaps, with his injury being so sudden and career ending, he took himself away from wrestling quickly and for a long time. Flair and Savage was a feud that worked in WWF and worked even better in WCW. IIRC it lasted early 1995 through early 1996. While the old school WWF guys weren't really working in WCW with what made them popular in WWF, those two made it work. A Steamboat involvement would work but may also hinder the two with outside involvement of another legend.

Yeah, I don't think he did anything physical in wrestling until his involvement in ROH during 2004, which was refereeing and then doing a "confrontation" with CM Punk which wasn't even allowed to be called a match, possibly due to collecting insurance money based on the injury being career ending. By the time he eventually wrestled again in WWE, it was five years later and he was back on the payroll as an agent.

Actually the scenario WCW went with was Bruno Sammartino as special referee for this bout at the small Theater at Madison Square Garden. I was there.
