Survivor series 1998 is one for me. I think it's a great show, but there really aren't any matches that stick out to make it classic.

Fully Loaded 2000 is a top-to-bottom great card, but no matches from it are ever really brought up as classics.

Summerslam 99. Maybe you could argue Test/Shane, but that match ended up not making much of a difference storyline-wise and didnt do much for test, character-wise either. Still a fun, solid show.

WrestleMania 14. I personally love Austin vs. HBK but it's never brought up as a standout match. The event itself is one of the best examples of all-around shows I can think of.

Wrestlemania 32
Almost every match except for the womens match was disappointing and had a bad outcome.
BUT it was hilarious and probably my favorite 6hours on this forum

I know this is WWE Current, but 80% of WCW PPVs from mid 1996 to mid 1999 fit this category. Fully Loaded 2000 is a top-to-bottom great card, but no matches from it are ever really brought up as classics. You could argue the same for Fully Loaded 1998 and 1999 as well. Fully Loaded 1999 on paper is a better card than Summerslam. Really goes to show you in the Attitude Era that they really tried to put out a (pardon the pun) loaded card every month instead of saving it for the big shows.

I will always say that the 2 out of 3 falls Rock/HHH match in Fully Loaded 98 is one of the most underrated matches the WWE has ever had, i was beyond excited watching the ending (an actually peculiar one i might add), and the crowd was nuts for it.
