I went to a ton of shows back then, it's really hard for them to ever have crowds like that now. The WWE is promoting their show to young children and those children's parents. They are going to respond to things quite different than the 15-25 crowd the attitude era crowd was pulling in.
Basically even something that should be hot isn't gonna make soccer moms and dads go nuts the way it would a 19 year old kid. WWE is now a company that makes more money off sponsors than attendance, they are happy to be entertainment for middle america middle class families and not try to ride that cutting edge of doing something that appeals to that attitude crowd. Most of that crowd bolted for MMA and hasn't come back...

The intros to Raw back then were awesome. Cooler intro music, fireworks, crowd going nuts, and a sea of signs when the camera took in the excited crowd all around the arena.
Even if the show was poor the intro alone made you think "OK I need to sit down and watch this".

A lot less cynical fans back then and a product with an urgency about it. Its a fun mix!
No What chants. No You deserve it for every person that does anything. No This is Awesome.

The company responded to the fans back then. Now they don't. So it's no wonder the crowds are less engaged.

When you care about your product, so do the fans. Funny how that works. I'm still not sure if they really cared much more than today, or if they just were really lucky. A bit of both but more caring. At the time people wanted 'anything can happen tv' ala Jerry Springer and Cops. While you had your rotating main event figure heads there was an atmosphere that at any given time a mid card guy or lower could find his way into the title scene combined with Vince actually having some vague semblance of what was cool. The show felt real and worth watching.
