Rollins, Nakamura and Balor are far lower than expected. Remember, both Rollins and Balor have missed about six months each of possible scoring opportunities over this 20 and a bit month window through long term injuries, and Balor especially would have likely racked up some more decent 2016 points defending the Universal Championship had he not been hurt, which would have boosted his carryover to his 2017 score. And Nakamura had the disadvantage of being in the NXT system until April this year, which limited his potential scoring opportunities both in terms of match wins and win streaks because of the shorter TV air time leading to more infrequent appearances (the same thing that has kept Asuka from reaching the top of the female rankings despite a nearly completely unblemished win/loss record in the scoring window).
