Well they did all that in Zeo for him(graduating early, not making him black ranger) was because he was undecided about staying the series. At this point I think a lot of the "old guard" were burned out on the series and wanted to do other things.
Tho they were all fairly young. I think the youngest at that time was Adam at like 23

It was a good hook considering how fans responded very fondly to the Forever red reunion
However, as you said DT had its problems. They made him cover all the way up because of his tats. Tried to limit him(the hiyahs) and then even going to point of not paying for flight to New Zealand to finish taping

Well the Disney seasons were a big change somewhat. They really tried to focus on the tween wave with jungle fury and then they had the bad season with operation overdrive.
It also helps that Neo Saban era has not really been all that good since it's basically rinse and repeat.
