Wasnt Force Works essentially the West Coast Avengers with a new name? At least the lineup was the same. But more extreeeeeeeeeeeeeeeme. Though the Iron Man cartoon version of the team inexplicably left U.S. Agent off its roster. .....I have this weird remembrance (which could be entirely wrong - SO DAMN OLD) that they were working on a Cap cartoon back in the '90s, but it never actually happened because the whole Marvel Action Hour collapsed. So pulling USAgent coulda been because they were going to use him in that show.

Cap showed up in a bunch of other Marvel cartoons in the 90's but never had his own... so I wouldn't be surprised if they were trying.

Being produced by Saban (who made the Spidey and X-Men cartoons, where I believe Cap may've appeared once or twice), who had nothing to do with the Marvel Action Hour cartoons - so, much like the movie rights these days, perhaps Agent was pulled because he was a Cap character and thus off the table for use.

Yeah, season 5 of x-men had this and he was part of the Spidey Secret Wars event... but then again so was Iron man and the Fantastic Four.

Huh. ....well, I'll just chalk it up to getting lost in the mess that was the '90s at Marvel - comics, animation, movies, etc. They had their properties licensed out to so many parties back then that working their legal department must've been a nightmare. 4 different companies were animating them, so while one may've been concerned who they were using, another probably didn't give a shit. Easy to chastise DC compared to Marvel at times, but regarding their properties in other media they've had everything under 1 roof for like 30 years now.

Well yeah, DC has been owned by Time Warner while Marvel was independent until Disney bought them Marvel cleaned things up in the early-mid 2000's before the Disney sale; as far as animation they'd set up their own operation in the '90s and started collecting licensed rights back fairly quickly, so now they can animate anyone they want under their own roof. Film-wise they're still feeling the pains of licensing everyone off to any comers, though it's not as bad as it's been before. Having read Sean Howe's behind the scenes book about the history of Marvel, this chaos makes for entertaining reading. (Maybe the reason we don't have a companion DC book is because their drama has been conservatively boring for so long now...)

I got vague memories of seeing that Cap promo at a mid 90s con.

I believe the Marvel bankruptcy killed the Cap cartoon, which would've aired on Fox Kids in 1998 at some point.
