It's your guilty pleasure wrestlers who were never that high up on the card, or at least have no major world title wins.
Mine would probably consist of Taichi, Bo Dallas, Boogeyman, Deuce and Domino, JTG, the Ascension (I like their old school goofiness), Toru Yano and Robbie E. My "girl" is Alicia Fox.

As much as "you're making kids cry, brah!" has become a running joke on the show, but Kona Crush was one of my boys when I was a kid. He used a lot of surfer slang, which was right up my alley as Michaelangelo was (and still is) my favorite Ninja Turtle. By 1992-93 standards he was a very agile big man (he could sling shot himself over the top rope into the ring). He had bright ring gear that looked like a can of orange soda.
I was also a big fan of Tatanka during his babyface run. He had a very high energy entrance by running to the ring and doing a war dance and the war cry at the beginning of his theme song was a great way to get the crowd pumped up.
Both of these guys received pay per view Intercontinental Title matches against Shawn Michaels and I was disappointed neither got the job done. Also, part of me wanted to see the two of them wrestle as a tag team.

Alex Wright, Damien Sandow (that gimmick just to separate whatever that TNA run was), Dean Malenko (if Regal can be a boy so can Dean), Curtis Axel, and the Bushwackers.
Kinda hard cause guys I latched unto early enough all won titles like Christian or Jericho.

To be fair, OSW themselves will always admit that there are few hard and fast "Boy Rules", given how they often list very good or great wrestlers like Finlay or Regal and what have you. So your choices don't have to exactly be cringeworthy, though it's great if they are, but they should be wrestlers who were never top drawers, at least. That, or it can be a "decent but never at the top" wrestler whom you simply have a strong attachment to.
My old school WWF Boy Club: The Barbarian Haku/Meng The Rougeaus/The Mountie Rick Martel (not AWA version, as he was a top champion)
Nitro-era WCW Boys Club: Bam Bam Bigelow Pre-world champion, conspiracy victim Chris Jericho La Parka The Muta/Vampiro team-up (pre-ICP appearance) And, of course, SCOTT GOOD GOD NORTON (non-IWGP champion edition)
Current Boys Club: Bad Luck Fale (more in the "won't get pushed to the top of the mountain" category) The Suzuki-Gun jr heavyweights (I appreciate seeing some straight up heel work and heat in NJPW) Bullet Club's B-team Ryusuke Taguchi EVIL (though he'll probably get enough of a push soon to leave the list) Jack Evans and PJ Black And honorary spots to two guys too high up on the ladders in NJPW and Lucha Underground, respectively, to really count, but whom I am convinced will never win the big ones in those promotions: Hirooki Goto and Drago.

Would WCW era Ron Simmons count as a boy? I know he held the WCW title for a cup of coffee (YEAH!!), but it was a largely terrible reign, and he was never really a top guy despite being the champion.

Going by other names mentioned in this topic, D'Lo Brown, The Barbarian, Juventud Guerrera, Val Venis, Sean O'Haire, and the tag team version of Kai En Tai. But I feel like all of them except Barbarian and maybe O'Haire were very good in the ring, and only really deserve boy status for being relatively minor stars who didn't achieve much. I feel like I need more stringent rules to make a fuller list.
