Mr. Spooner from Are You Being Served? THAT is whose picture should be in the dictionary under "Replacement Scrappy." (And he is the only original cast member left, am I right?) Both Mr. Spooner and Mr. Lucas were annoying. It's not that they made fun of Miss Slocum it's that they did it all the time. Slocum couldn't say a sentence without one of them saying something nasty to her. Henry Hart from Henry Danger has gotten really annoying. Difference is, Lucas at least had a personality. Spooner was a boring wannabe.

Never a fan of Jack Shephard on Lost I like Modern Family but have grew to dislike Manny Seeing clips of Urkel as put me off seeking out any Family Matters I don't dislike Manny, but have found that ALL the episodes this season involve Gloria and/or Jay coming to his dorm to remind him how much they love him. Sometimes it's part of the plot, sometimes not as much.

Ross from Friends. What a whiny piece of shit.
Julian Bashir was really irritating the first couple of seasons of DS9. Fortunately he became a lot better from about Season 3 on.
Ramsay Bolton from Game of Thrones. Not just because he was an absolute asshole but wore ridiculous plot armor for most of his time on the show.
Deanna Troi for most of TNG. Way too much late 80's/early 90's feely psychobabble stuff. I started to turn around on her later in TNG, though. Mostly because they gave her more ambition to become a true Starfleet senior officer versus a glorified therapist. That and with that ambition came more personality and a sense of humor, especially in the TNG movies and her guest appearances on Voyager.

Yeah, he was decent when they brought him back in the 5th season, but the end of the 3rd/4th season, though....ugh. That's nothing against the actor playing him, but he was just written as an annoyingly stupid character. I didn't find Connor annoying in the 3rd or 4th season. When you think about his character it made sense for him to be that way given his life.

Phoebe from "friends" is a big one. The only character worse than her on that show was her "twin sister". The show Flanderized everyone, but Phoebe went from quirky hippie to borderline crazed weirdo

Well Regina has her one-liners and well, being hot to save her. Moot point as I've pretty much abandoned Half Upon A Time. Mr. Gold/Rumple, however, can be real annoying as EVERYTHING on the show leads back to him. This is how I always felt, too. Both characters did a lot of shitty things, but the difference was that when Regina was given a chance to redeem herself, she took it and held onto it despite being tempted back to villainy several times (even if she never stopped being a snarky bitch). Rumple, on the other hand, was given those same opportunities, and he ruined it for himself every time by going back to his evil ways. Hell, he swore to his brand new wife AND to the grave of his dead son that he was going to be a better man from now on, and he was back to being evil LATER THAT NIGHT! And yeah, the bit about every single important moment both past and present somehow revolving around him got annoying by season 2, to say nothing of season 5 when I finally gave up on the show. And speaking of his wife, anyone who thought the original Beauty & The Beast was a tale of Stockholm-induced romance, that story had nothing on this version of Belle. She actually became my second least favorite character just because of how many times Rumple duped her stupid ass into taking him back. What was it: seven or eight times she fell for that shit? And fanfic writers still think it's the greatest romance of the show, because nothing says romance like betraying your loved one's trust, begging her to take you back, then doing it all over again ad nauseum. Well you'll be happy to know that she was part of the exodus of stars from that show. Emilie de Ravin was not quite friendly and open when we saw her at a convention, so I can't unsee that too. (Said con was very disorganized in general, but that's another story for another day)

Since a few of mine have been mentioned already, I'll go with Shane Vendrell from The Shield.
He was a racist, homophobic piece of shit that killed my favorite character on the show, and tried to kill his Strike Team buddies after he felt that they were gonna rat him out for the murder. In the aftermath, he poisoned his wife and son and then killed himself when the cops were about to break into his house to arrest him.

Valencia from Crazy Ex-Girlfriend was one of these to me throughout the first season. With the twists the show takes, that wasn't for long. That and I became addicted to her song from S1, "I'm So Good At Yoga."
Tara on American Housewife is becoming one, unlike Viv, who was more of a frenemy, she is a card-carrying villain.

Mariska Hagerty on L&O SVU The entire main cast of Friends She was good at first, but with the combo of every other original character leaving, & the lack of balance in her role as Lt., it has become The Benson Hour. Though Robert Guillaume would save it.
