We have no idea where they will go with Joe when he returns from injury. I'm hoping that Roman wins the title match by another avenue instead of another rumble win he doesn't need. The rumble should go back to making a new star, not an established veteran like Orton winning again.
Now, if the plans are solidified for the Universal title, hopeful Joe can win and go to Smackdown. And if he does go to Smackdown, who would be the WWE Champion by then for him to face?
vs. Jinder Mahal vs. John Cena vs. AJ Styles vs. Shinsuke Nakumara vs. AJ Styles vs. Shinsuke Nakumara vs. Chris Jericho vs. Kevin Owens
Safe to say he would be so much fresher on this show and he could help spike interest in the Smackdown title match. On Raw, he doesn't have much. More Roman. Seth has been done. Dean? Braun? Finn? That's about it on Raw.
Can it happen?

I'd rather either AJ or Nakamura won it. Granted, I'm one of those that wouldn't mind if Roman won but I feel those two would be better choices by far.

No, I think it pretty easily comes down to either Reigns or Cena winning it. I might give Owens an outside chance, but I'd consider even that a long shot.

I was hoping he would win it last year in his debut and face AJ Styles. That was my case back than and it should of been case in hindsight considering Orton vs. Bray took a backseat to Goldberg vs. Lesnar/Rollins vs. HHH/Reigns vs. Undertaker

Let's take a breather for a second and remember something: The Rumble isn't a star-making match. It's a "get a title match feud set up for free card" the WWE has every year. If we were to look back since 2000 to see who out of them became stars as a result, I'd have to say the only ones who were 'made' as a result of the match are Benoit, Mysterio (as a Heavyweight contender), and Del Rio. Everyone else would have gotten to the main event of WrestleMania in any other form or fashion (and one could argue the Sheamus win was utter nonsense with his 18-second curtain jerk of a match as a result). As far as this year is concerned, I have no doubt it'll be Roman. This is the final steps towards that "Road to WrestleMania" victory lap they want to give him by beating Lesnar, and the only way they can force this narrative is by having him overcome the odds (incoming "starting at #1" for him too, by the way).

I'd argue that 2016 and 2017 would've sucked regardless of Reigns' presence, but I'd also argue that there hasn't been a legitimately good Rumble match since 2007, so to each his own.

Hopefully with there being two top belts again they'll have the winner challenge the Smackdown champion and they can find some other way to set up the inevitable Reigns v Brock match

I mean, he is probably the coolest wrestler in WWE, that is the best case I got. Him murking Jinder would bring me joy.
Only thing that saves this title reign is if Jinder is murked at Mania.

I really liked the 2016 Rumble, actually. Still do. 2017 had lots of memorable moments too. 2014 was alright up till the end, and it could have been fixed with 2 booking fixes (swap Punk for Bryan, make Batista's return a surprise so he's brought in to take out Bryan late on, and of course he then wins, so there's added Authority dissension to the triple threat at Mania).
It's just 2015 which is a complete irredeemable mess.
As for Joe, you could make the case, but he wont win it. I'm hoping for the Smackdown swerve (AJ or Nakamura) but expect Reigns. Always expect Reigns.

I mean, obviously post 2007 that's lost all of its charm, but it did happen.

I spent a couple of years saying that the main match that could get me to pay to see a WWE show was Joe vs. Lesnar. I finally saw it, and it killed my excitement over the concept, though that's become Lesnar's style of late, sadly.
But yeah, I don't know if anybody else in WWE sells "this shit is real, and to prove it I'm not going to sound like I'm reading off a script when I speak" like Joe, so he should win that on alone.
